Quick response of Pasig City barangay saves children's lives
Caught on CCTV were two children playing, lying down, and rolling around in the middle of a road in Barangay De La Paz, Pasig City as vehicles passed by caught the attention of village authorities, who rode to the area and put a stop to their life-threatening antics. According to Dani Tingcungco's report on Balitanghali Monday, the kids were almost hit by passing vehicles like tricycles, motorcycles and bikes.
“Halos muntik nang masagasaan ng bike yung bata tapos tinatakpan ng tarpaulin di makita. Delikado yun sa mga motorista kasi ikakaso pa rin sa kanila; kasalanan pa rin ito ng motorista kahit di nila alam na may bata,” Kagawad Jay Santiago said.
Barangay officers immediately responded to the area and rescued the children.
Their parents were invited to explain and undergo counseling. They were also warned by the barangay authorities against violating a city ordinance on neglecting children especially at night, which carries fines of up to P,5000 and one month's imprisonment.
“Neglect pa rin ng magulang yun kasi pinapabayaan nila yung mga bata. Yung asunto sa city ordinance na namin yun, ang sa amin, counseling,” Santiago said.
The parents said that it was the first time it happened and promised that they already talked to their children.“Di ko alam na yun yung ginawa nila na ganun paglalaro. Tinanong ko yung anak ko, bakit naman ganun nangyari? Sabi niya pa, sorry naglalaro lang kami. Di niya naisip na ganun yung sitwasyon,” one of the parents said. — Joviland Rita/BM, GMA News

Metro barangay execs urged to enforce proper waste management
The Metropolitan Manila Development Authority on Monday
urged barangay leaders to step up their campaign to minimize garbage as
it conducts a series of forums.
The forum, that was dubbed as “Lodi Ko si Kap sa
Kaayusan, Kalinisan, at Pagbabawas ng Basura sa Barangay” encouraged
barangay captains to enforce the provisions under Republic Act 9003 or
the Ecological Solid Waste Management Act in their respective areas.

Management Office said that barangay chiefs should set a good example to
its constituents regarding garbage management.
“A barangay chairman is considered ‘lodi,’ slang for idol,
if he complies and is able to ensure the participation of his
constituents in treating their garbage properly,” Encarnacion said in a
statement.
“We started last week of September and so far we had
finished conducting forums on seven out of 17 local government units:
San Juan, Malabon, Pateros, Taguig, Muntinlupa, Navotas and
Mandaluyong,” she added.
According to Encarnacion, the forum is being conducted per local government unit.
Under the said act, barangays are required to develop an
ecological solid waste management program that promotes waste
segregation, maintain the cleanliness of surroundings, and ensure the
establishment of materials recovery facility (MRF) or materials recovery
system (MRS) in their neighborhoods.
Data from the MMDA showed that 56,000 cubic meters or 9,871 tons of trash were being generated around Metro Manila per day.
Encarnacion also noted that barangay officials have a
“crucial role” in promoting solid waste management practices around the
area of their responsibility.
“One way to reduce garbage is to intensify segregation in
households. Barangay chairmen should see to it that not all trash are
disposed at the sanitary landfills. They should also meet diversion
strategies to help lessen collected waste in their areas,” Encarnacion
noted.

Bataan barangay chosen as Provincial Showcase in Barangay Assembly
PB Dela Cruz reported his 120-day accomplishments and his future plans for the rest of his first term as village chief.
This is pursuant to Proclamation no. 260 dated September 30, 2011 which declares the last Saturday of March and the second Sunday of October as Barangay Assembly Days.
Officials of the Municipal Government of Orani led by Mayor Efren Pascual Jr., provincial and municipal DILG officials, the Provincial Government of Bataan represented by Board Member Rey Ibe, Bataan PPO Provincial Director Senior Supt. Marcelo Dayag, Balanga Police Chief, Police Supt. Byron Allatog, Econest WMC President Atty. Beulah Coeli Fiel and Bataan First District Rep. Geraldine B. Roman graced the event.
During the event, DILG Region 3 officials praised Dela Cruz for his exemplary accomplishments namely the strict enforcement of drive against illegal drugs, no smoking, no drinking along the streetsides and the no illegal parking ordinance that inspired other barangays not just in his town but the whole province as well.
Bataan Police Director, Senior Supt. Dayag also reported that within the year, Mulawin will be declared by PDEA as a drug-free barangay.
Meanwhile, Congresswoman Roman pledged P5 million to finance the construction of the New Barangay Hall of Mulawin.
“Bagamat bago po tayo sa panunungkulan bilang lingkod bayan sa Barangay na ito umaasa kami na aming naipadama sa inyo ang mas epektibong pamamahala para sa mas mapayapa, mas maayos at mas maunlad na barangay,” PB Dela Cruz stressed.
