Healthiest barangay in Mountain Province

Barangay Banguitan is the healthiest barangay of Mountain Province in 2016. This was the result of the 2016 Search for Healthy Places-Barangay Category which was conducted by the Provincial Government of Mountain Province through the Provincial Coalition on Healthy Lifestyle. 

Judging was based on a set of criteria that looked into the health status of the people, healthy lifestyle, environmental protection especially no burning, cleanliness of surroundings, monitoring mechanisms, budgetary support for health and best practices. Barangay Banguitan bested the eight other entries in the province. Sagada municipality did not submit an entry.
Barangay Banguitan is one of the 14 barangays of Besao municipality. It is a clustered village in the Mt. Piling mountain range, with a total population of 732. 


It is a multi-awarded barangay having won, among other things, the Barangay with the Best Sanitation Practices in 2015 in the Cordillera Administrative Region and Best Community Health Team in Mountain Province in 2012. 

Its past barangay chair, now Municipal Councilor Jerry Caysoen was chosen as the Most Supportive Barangay Chairperson (for Health) in 2012. Honorable Mary Del-isen is the current barangay chairperson and Mrs. Dorothy Sildon is the barangay midwife.
The Search for Healthy Places is an annual activity of Mountain Province to advocate for health and wellness among the populace. It has 3 categories – barangay, elementary school and high school. 


For 2016, San Rafael Elementary School in Paracelis won as the Healthiest Elementary School and Mt. Data National High School in Bauko is the Healthiest High School. Each provincial winner is given a plaque of recognition and a cash prize of P50,000. Municipal winners are given P5,000 each. (Zigzag Weekly)

Barangay Chair confirms Kian not in drug watch list

The chairman of the barangay where Kian Loyd delos Santos resided confirmed Tuesday that the 17-year-old student was not included in the drug watch list and had no derogatory record in their area.
“Hindi ko ganun kakilala si Kian but based on barangay records, there was no offense [recorded there as having been] committed by Kian,” Barangay 160 chair Helica Joyce Macalinao said during the Senate hearing.
Upon checking with the local Social Welfare and Development office, Macalinao said she found out that the office also did not have a record of Delos Santos committing any offense.
The police by way of an explanation earlier said that Delos Santos was a newly-identified drug suspect and not included in the drug watch list.
Delos Santos was killed during a one-time, big-time operation in Sta. Quiteria, Caloocan City. — (GMA News)

Hundreds of barangay officals trooped to ASEAN Forum in Isabela

At least 200 barangay officials, members of the civil society organizations and other stakeholders participated in the recently conducted barangay level multi-sectoral forum on the Association of Southeast Asian Nations (ASEAN) in the City of Ilagan.
Director-General Harold E. Clavite of the Philippine Information Agency (PIA), who was the guest of honor and speaker, said there is need to inform the Filipino people on the thrusts and core objectives of the ASEAN and its benefits in fostering the culture and economy of the Philippines and the other member-countries. 
“As the Philippines hosts this year’s ASEAN Summit, PIA takes the mantle of leadership in promoting the interests of ASEAN by empowering people through information,” Clavite said.
The director-general is hopeful that with the various communication activities spearheaded by the agency nationwide, PIA will be able to elicit the Filipino people’s support to ASEAN’s programs and advocacies and build a well-informed citizenry on the benefits they derived and continue to derive and enjoy as member-nation of the ASEAN.  
Purita S. Licas, PIA regional director, said the series of multi-sectoral fora conducted at the barangay level is part of the agency’s regional advocacy campaign which aims to generate a wide range of public awareness, understanding and concern about ASEAN, its thrusts, operations and developments in the light of strengthened regionalism. 
Licas said among the already conducted communications activities which highlight ASEAN as a model of regionalism and a global player with the interest of the people at its core include the series of ASEAN Campus Fora, press conferences, media forum, various quad-media programs, school-based contests, production and distribution of IEC materials, launching of PIA ASEAN kiosks at the Tuguegarao City airport and at Basco Airport in Batanes, and series of Multi-Sectoral Fora with the end view of informing and educating the public and communicating to them what ASEAN is, its thrusts and advocacies.
Licas, who discussed the ASEAN’s history and its fundamental principles during the forum, urged the public to support and participate in all ASEAN-related events and activities at the local and national levels as everybody is committed to building a strong and resilient ASEAN Community with one vision, one identity, one community.
Other topics discussed during the event include the ASEAN Economic Community by Zenaida Quinto of the Department of Trade and Industry (DTI), ASEAN Socio-Cultural Community by Margarette Galimba of the Department of Social Welfare and Development (DSWD) and the ASEAN’s move against illicit drug production, trafficking and use by Louella Tomas of the Philippine Drug Enforcement Agency or PDEA. ASEAN goes to Laguna barangay

In the unceasing effort to deliver the Association of Southeast Asian Nations (ASEAN) and government programs information to people in the grassroots, the ASEAN Barangay Forum was brought by the Calabarzon office of the Philippine Information Agency to Barangay Bayog Los Banos, Laguna last August 19. 
Residents from within and outside the barangay participated in the forum ranging from the members of the Fisheries and Aquatic Resources Management Council (FARMC), Strategic Industry Science Samp;T Program for Agri-Aqua Growth (SIPAG) and other organizations within the town of Los Banos, barangay officials, and village folks.
PIA IV-A Assistant Regional Director Carlo Gonzaga welcomed the participants and provided an overview of what ASEAN is all about and the possible benefits of the ordinary Filipinos from it. This includes an opportunity for having an ASEAN-wide market for the micro, small and medium enterprises where ordinary village folks may be engaged in.
National Economic and Development Authority IV-A (NEDA IV-A) Senior Economic Development Specialist Alvin V. Olanday talked about the Ambisyon Natin 2040. "Ito po yung mithiin nating mga Pilipino para sa ating mga sarili at para sa ating bansa. So, hindi pa po ito yung plano, ito lamang po yung tinitingnan natin na sa taong 2040 maabot natin ang pinapangarap nating mga Pilipino para sa ating mga sarili, para sa ating bansa."
He saidthe vision Filipinos can be achieved through appropriate and tailor-fit policies and programs by the government. "Sa tamang polisiya ang Pilipinas po ay magiging high-income country by 2040" He said that to reach what the Philippines envisions to attain by 2040, the Philippine Development Plan 2017-2022 was formed where plans for the different sectors including education, health, agricilture, and fisheries, among many others, were plotted.
He urged everyone to participate in the achievement of this goal. "Importante po tayong lahat para maabot natin ang inaambisyon natin," Olanday said.
On the other hand, Philippine Drug Enforcement Agency IV-A (PDEA IV-A) Regional Information Officer Mary Ann M. Lorenzo tackled about the Dangerous Drugs Board (DDB) Regulation No. 3, Series of 2017 with the subject, "Strengthening the Implementation of Barangay Drug Clearing Program."
She explained the process of drug clearing in barangays, informed them of the agencies involved in drug-clearing operations, and discussed the classification of barangays into affected and drug-cleared. "Ang Municipality of Los Banos dapat po mayroon kayong anti-drug ordinance. Iyon po ay ipinapatupad sa lahat ng barangay dito sa Los Banos. Kapag mayroon na po kayo niyon ay ready na kayo for the operation," she stated.
She saidthe operation comprises both Law Enforcement Operation and Information Dissemination. Lorenzo also reiterated the role of the barangay officials and tanods as part of the Barangay Anti-Drugs Abuse Council (BADAC) provided in the DDB regulation.
She encouraged them to strictly implement it in their barangay, "Hangga't kaya pong i-implement iyong programa in every barangay, gawin po natin iyan. Kasi sino po ang mag-ha-harvest Sino po ang mag-aani na ang daan ninyo ay drug-cleared kundi iyon mismong taga-baranggay. Kayo po iyong mapapanatag ang loob, kayo po iyong makakatulog ng maayos sa gabi kasi nga ay nagtulung-tulong kayo para maalis natin iyong mga drug personalities," she stressed, saying that this will help them avoid crimes within their barangay rooted in illegal drug use.
Engr. Reynan Alonde of Laguna Lake Development Authority (LLDA) Enforcement Division reported on the accomplishments of the LLDA, including the demolition of illegal fishpens. He saidsmaller portion of the lake will be given to the mighty corporations, while a bigger portion of the lake will be allotted for the use of the ordinary fisherfolks to let them earn a decent living through fishing in the Laguna Lake based on its carrying capacity.
Through the barangay forum, the fisherfolks and barangay residents were able to be enlightened on their various concerns, and were informed of the ASEAN and government programs and policies involving them. (Philippine Information Agency)

QC Barangays to create LGBT Council

THE local government of Quezon City has ordered its 142 barangays to create their own “pride” council as part of the city’s comprehensive implementation of antidiscrimination policies and programs on the basis of Sexual Orientation, Gender Identity and Expression (Sogie).
“We are now adopting a resolution creating in all 142 barangays the Barangay Pride Council. The 142 barangays are mandated to create their Barangay Pride Council,” Mayor Herbert Bautista said during the Quezon City Pride Council meeting early this week, adding an ordinance was already enacted in 2014, but not all barangays have enacted their respective councils.
“The Quezon City Pride Council [QCPC] chaired by Mayor Herbert Bautista was created in support of the city’s Gender and Development [GAD] plans and programs with the aim of integrating and synchronizing projects and programs of the lesbian, gay, bisexual and transgender [LGBT] community in the city and to ensure its effective implementation,” a separate statement said.
Bautista signed a memorandum directing all of the city’s punong barangays to form their Barangay Pride Council, and set August 31 as the deadline.
“We also mandate through the QC Pride Council that the 142 barangays adapt the Barangay Pride Council programs and integrate them with the funding source in their GAD barangay budget,” Bautista said.
At present, Barangays Apolonio Samson and Old Balara are the only barangays in Quezon City that have established a pride council.  City Ordinance 2357-2014, also known as the Quezon City Gender-Fair Ordinance, recognizes the social, economic, cultural and political potential that will allow people with diverse Sogie to achieve full participation in development and in the exercise of their human rights.
The QCPC also adapted the annual activities of the LGBT community for this year, the Pink Festival on November and the Pride March on December.
Meanwhile, the QC council also has passed a resolution congratulating John Fernandez Respado, a resident of New Manila, for winning the Mr. Gay World 2017 title on May 10 in Madrid, Spain.
Raspado is the first Filipino and Southeast Asian to win the title. He also received special awards in the pageant, including Best in Swimwear, Best in Formal Wear, Mr. Gay World Closed Door Interview, Mr. Online Vote and Mr. Social Media.
Mr. Gay World is an annual contest for gay men seeking to establish ambassadors for the LGBTs and human rights.
Aside from being the Mr. Gay World titleholder, Raspado is also a Self-Worth Ambassador for the advocacy group LoveYourself Inc. that offers free and confidential HIV testing and treatment, counselling and peer education and initiates programs and projects toward HIV/ AIDS awareness. Barangay polls best solution to drug problem - analyst


The proliferation of drugs at the community level can be addressed through an election, a political analyst argued on Thursday.
"If reason given for polls postponement is drugs, election is the best solution," Institute for Political and Electoral Reform executive director Ramon Casiple said during the Senate Committee on Electoral Reforms hearing on the proposed postponement of the Barangay and Sanguniang Kabataan polls in October this year.
"Let people in barangay decide on this," Casiple said.
Casiple made the statement after Senator Richard Gordon raised the issue that illegal drug trade is controlled by some "tainted" barangay officials and can easily influence the elections.
During the hearing, Senator Franklin Drilon also expressed opposition to the postponement of community and youth polls in October.
"We hold the view that for democracy to flourish, there must be regular renewal of mandate of leaders," Drilon said. (GMA News Online)

Barangay hall shabu hiding place?

Two village watchmen were arrested, while another colleague remains at large, after they allegedly stashed in the barangay hall approximately half kilo of methamphetamine hydrochloride or shabu and other assorted illegal drugs worth P4 million they earlier found in an abandoned electric bicycle (e-bike) in Makati City.
Sr. Supt. Gerardo Umayao, Makati police chief, identified the suspects as Alvin Notado, 40, of San Andres, Manila; and Leo dela Cruz, 52, of Barangay San Antonio, Makati.
Their colleague Antonio Forte was still being hunted down by the police.
Umayao also bared that they were studying the filing of charges against Barangay Chairman Restituto Cajes, who reportedly ordered his watchmen to hide the illegal drugs.
Initial investigation revealed that Makati policemen trooped to the barangay hall of Barangay San Antonio at 3: 57 p.m. and convinced the watchmen to surrender the drugs they found in an abandoned e-bike.
Umayao said the three suspects, along with three unnamed colleagues, discovered the e-bike containing suspicious boxes on Teka Street, Barangay San Antonio last Friday. The incident was caught in a closed circuit television (CCTV) footage, he said. (Manila Bulletin)
