Barangay officials exempted from the Anti-dynasty Bill

Two senators have filed bills seeking to put an end to the reign of political clans in the country. Senators Franklin Drilon and Panfilo "Ping" Lacson filed Senate Bills No. 11 and 30, which are both titled "An Act Prohibiting the Establishment of Political Dynasties."

Under these proposed measures, an official's spouse or relative within the second civil degree of consanguinity or affinity, should not be allowed to hold power in the same city or province, or run for the same position right after the incumbent's term. This covers the official's parents, children, siblings, grandparents, grandchildren, and in-laws – whether legitimate or illegitimate, full or half blood.

These relatives are also prohibited from running simultaneously in the same city or province. The ban does not cover barangay officials. READ MORE

Ex barangay official now House Representative files HB No. 47 rescheduling barangay elections to May 2023. Isabela 6th District Rep. Inno Dy on Tuesday vowed to spend his first year in office pushing for the passage of a measure rescheduling the barangay and Sangguniang Kabataan (SK) polls from May 2020 to May 2023, stressing the need for barangay executives to serve full five-year terms to better serve their constituents and to ensure uninterrupted government frontline services.

Dy said he filed on Monday House Bill No. 47, “An Act Postponing the May 2020 Barangay and SK Elections,” which moves the synchronized barangay and SK polls scheduled on the second Monday of May 2020 to the second Monday of May 2023. This would essentially give the current officials who were voted last 2018 a full five-year term. The succeeding elections shall be conducted every five years thereafter. READ MORE

2020 barangay and SK polls set on May 11 to push through as scheduled -- Comelec.  As far as the Commission on Elections is concerned, the 2020 barangay and Sangguniang Kabataan (SK) elections will push through on May 11 next year.

“Tuloy po ang barangay and SK elections based po sa law,” Comelec 11 spokesperson Lawyer Krishna Samantha Caballero bared on Thursday, July 4 during the I-Speak Forum held at the City Hall of Davao City.

Regardless of several bills filed in Congress rescheduling the barangay and SK polls from May 2020 to May 2023, Caballero explained that as long as the bill isn’t passed yet, the poll body will firmly follow the existing law. READ MORE

P3M for capability building program for Baguio City barangay officials and volunteers pushed. The City Council approved on first reading a proposed ordinance appropriating the amount of P3 million or so much thereof for the annual capability-building program of barangay officials and volunteers in the city.

The ordinance stipulated all elected barangay officials and appointed barangay officials and volunteers will be qualified to undergo the program to improve their knowledge and skills in ensuring the sustainable implementation of city and barangay projects for the same to be cascaded down to the grassroots level. Barangay Animal Health Workers trained in Nueva Ecija.  Due to lack of trained workers to handle animal care services in the various barangays,  a total of 25 participants from the province took part in a training activity held last June 19-21, 2019 in Palayan City, Nueva Ecija.

The training aims to teach participants in the province to perform basic animal health care practices and prepare an action plan to apply the knowledge they have learned.

Specifically, the training will teach them to identify basic animal health care practices; identify methods for early detection of disease livestock that are of economics/food security/public health importance; enumerate and demonstrate control measures to identified diseases; perform the basic husbandry practices necessary in the barangay; and discuss animal welfare and demonstrate preparation of herbal medicine. Tiaong, Quezon barangay to benefit from P750 million Japanese firm investment.  A Japanese company is investing P750 million to build a multi-facility venture in Barangay Ayusan II of this town.

During the groundbreaking ceremony last Wednesday, July 3, 2019, Tsukasa Kato, president of Sanko HI Corporation said his company will build a caregiving facility, technical and vocational training school and assessment center, under the Technical Education Skills Development Authority (TESDA) supervision, a factory for steel parts to be exported to Japan, a hospital in partnership with South City Hospital of Dr. John Cenica, commercial areas, a building for government offices and a pension village for Japanese retirees. Annual incentives of Cebu tanods to double from P1,500 to P3,000.  Those of other barangay workers to increase by 67% from P2,400 to P4,000.  Starting December 2019, Capitol will double the incentive of all barangay tanods and increase those of all barangay health workers (BHWs) under its jurisdiction.

As promised during the election campaign, Gov. Gwendolyn Garcia said the annual incentive of BHWs, barangay animal health aides and barangay nutrition scholars will be increased from P2,400 to P4,000. READ MORE


1,800 health workers ready for barangay deployment in Central Visayas. The Department of Health (DOH) Central Visayas is deploying more nurses, dentists and midwives to various barangay health centers in the region.

Around 1,800 health personnel took their oath of office before DOH Assistant Secretary Abdullah Dumama Jr. in a formal ceremony held last Tuesday, July 2, 2019.

Dumama, in an interview, said the deployment of additional health personnel to barangays around the region was one of their measures in the implementation of the Universal Health Care Law.  READ MORE

Bacolod City punong barangay who replaced his slain predecessor died of cardiac arrest while waiting for his Bacolod-bound plane in Manila.  Joseph Delos Santos, the No. 2 councilman of Barangay 16, assumed as the new punong barangay following the death of village chief Erwin Arela.

Arela – the No. 1 councilman who also took over the punong barangay position replacing Nelson Ligaya Jr. who was shot to death in December 2018 – died of cardiac arrest on July 3.

Barangays in Camiguin province being readied in the annual DILG Seal of Good Local Governance competition for barangays. One barangay per municipality in the Province of Camiguin, selected and nominated by the local government units (LGUs), will have the chance to bag the Seal of Good Local Governance (SGLG) for barangays this year.

The barangays from the five municipalities which underwent a series of assessments and on-site visits by the Municipal Assessment Team include Barangay Liong of Guinsiliban, Barangay Balite of Sagay, Barangay Hubanon of Mahinog, Barangay Poblacion of Mambajao, and Barangay Mainit of Catarman.

The validation was made through documentary review, interview, and onsite inspection to ensure reliability and quality of data. READ MORE
