President
Rodrigo Duterte has signed the law authorizing the University of the
Philippines (UP) to sell land in Barangay Krus na Ligas to the Quezon City
government.
The new law allows UP to
sell land not exceeding 22.467 hectares at a fair market price acceptable to
the university.
Under the law, “the
authorization is deemed automatically
revoked” if UP and the QC Government
‘fail to not agree on the terms and conditions of the sale within one year from
the effectivity of the act or when full
payment was not received by the university.” Read full story.

DILG,
local officials support postponing barangay, SK elections to 2023. The
Department of the Interior and Local Government (DILG), along with barangay and
Sangguniang Kabataan (SK) officials, support the proposal to push back the May
2020 elections following President Rodrigo Duterte's call for Congress to
postpone the polls.
During a Senate hearing on
Tuesday, September 10, government officials were in agreement that doing so
would give barangay and SK officials more time to complete their tasks,
including those delegated to them from central government agencies.
Interior Undersecretary
Martin Diño said he supports postponing the May 2020 barangay and SK polls to
May 2023. Proposed new dates for elections include October 2022 and May 2023. Read full story.
Drug,
rape cases reported in Barangay U.P. Campus. The Philippine National Police (PNP) disclosed that it
has recorded 186 illegal drug-related offenses and 12 rape cases in a barangay
located within the Diliman campus.
The illegal drug-related and rape cases, according to the PNP, are part of the more than 1,600 crime incidents that occurred inside Barangay UP Campus since 2016.

chairman Prospero de Vera in a press briefing at the height of the insistence
of security officials to deploy policemen and soldiers inside colleges and

Medical
and health benefits for Nueva Viscaya barangay officials. A provincial board member
here has called on the Department of Health (DOH) to implement medical and
health benefits for barangay officials through the state-run hospitals in the
country.

proposed resolution to ask DOH Secretary Francisco Duque, Jr. to implement the
provisions of the Local Government Code of 1991, providing for the medical and

Additional
package of benefits including Christmas bonus for barangay officials
pushed. Deputy
Speaker and Batangas Rep. Raneo Abu has breathed life into a measure seeking to
increase the honoraria and Christmas bonus of barangay officials, including
barangay tanods, and members of the lupon tagapamayapa.
He appealed to his
colleagues to join him in pursuing the passage of House Bill 2089 that would
amend Section 393 of Republic Act 7160, as amended or otherwise known as the
Local Government Code of 1991, to grant more benefits to the barangay
officials.
HB 2089 seeks to grant
monthly honorarium of P5,000 to barangay captain; P3,000 for sangguniang
barangay members, barangay treasurer and secretary; and P2,000 for barangay
tanods and members of the lupon ng tagapamayapa. Read full story.

New
health centers built in various barangays
in Catanduanes. Ten rural health centers were constructed in
various villages in Catanduanes to address the shortage of health facilities in
the province.
They were built in Barangay
Buenavista in the Municipality of Bato; Barangays Villa Aurora and Tambongon in
the Municipality of Viga; Barangay Sicmil in Gigmoto; Barangay San Vicente in
Bagamanoc; Barangay Dariao in Caramoran; and Barangay San Isidro in San Andres.
Each health station was
built with persons-with-disability friendly ramps, a sufficiently ventilated
and well-lit treatment room, sanitary area, midwife office, receiving area,
pantry, porch, and separate toilet for male and female. Read full story.

Innovative
Palawan barangay introduces point system to solid waste management. Barangay Mandaragat in
Puerto Princesa City will introduce an ID System to help manage the solid
wastes generated from its households and to encourage the support and cooperation
of the residents in maintaining the cleanliness and orderliness of the village.
The ID system will help
officials of the barangay in recording and establishment of database in their
solid waste management program through a point system -- to urge local
residents to segregate their solid wastes and bring their recyclable materials
in areas designated by the barangay, explains Barangay Captain Gerry Abad. Read full story.

Puerto Princesa barangays
urged to set up HIV/AIDS teams. The City council of Puerto
Princesa has urged the city’s 66 barangays to set up Barangay HIV/AIDS Teams
(BHAT) in accordance with the local AIDS Council’s guidelines.
Palawan News reported that under the proposed
resolution sponsored by Councilor Roy Ventura on Monday, the creation of BHAT
will help prevent and reduce the number of the HIV and AIDS cases in the city.
“Considering
the increase in the recorded number of HIV and AIDS cases in the city, there is
an urgent need to undertake preventive measures which is also pursuant to law,”

10 barangays in Negros Oriental prioritized for inclusive
development to insurgency. At
least 10 barangays in Guihulngan City, Negros Oriental have been identified as
priority areas for the implementation of various projects in line with the
government’s campaign to end local Communist insurgency in the province.
Barangay Trinidad,
Binobohan, Tacpao, Sandayao, Humayhumay, Poblacion, Imelda, Planas, Malusay,
and Hinakpan were prioritized following consultations during the recently-held
“Dagyawan sa Barangay: Talakayan sa Mamayan” held at the Guihulngan gymnasium.
The consultations were part
of the two-day activities of the Negros Oriental Task Force to End Local

Distant
barangays in Mindanao to receive solar-powered water supply system. The
Mindanao Development Authority (MinDA) and the Department of the Interior and
Local Government (DILG) will jointly design a program, which aims to provide
solar-power generated water supply systems in off-grid villages all over
Mindanao and the island provinces of the region, to provide water for drinking
and irrigation.
The project is aimed at
providing potable drinking water to far-flung and off-grid villages of
Mindanao, especially the remote Indigenous People's communities, and also
irrigation water for the communities' agricultural activities.
DILG Secretary Eduardo Año
and MinDA chairman and Secretary Emmanuel “Manny” Piñol agreed in their last
meeting in Sultan Kudarat, Maguindanao on Sept. 7 to start the program with the
signing of a Memorandum of Agreement between the two agencies, including the
