Tabuk City barangay apprehends betel nut chewers who spit anywhere they please

As of press time, around 100 persons have been apprehended in Tabuk City and fined after being warned and made to clean up their mess  in the ongoing crackdown on betel nut  or momma chewers who spit out anywhere they want  in barangay Dagupan Centro, this city.

The city has an ordinance that penalizes the improper disposal of momma spittle.  For the the first offense is fine is P300.00 and/or imprisonment of five days.  For the second offiense, its P400.00 and/or imprisonment of 10 days and P500.00 and/or imprisonment of 15 days for third offense. 4 Bacolod City barangay officials to be charged for not complying with Republic Act 11032

Bacolod City Executive Assistant Samuel Montoyo said the erring barangay officials who failed to join the Business One-Stop-Shop or B.O.S.S. at the Bacolod Government Center will be charged for disobedience or refusing the lawful order.

The B.O.S.S. aims to provide convenience and accessibility to the taxpayers.

Montoyo said it’s the responsibility of the barangay officials to comply with the Republic Act 11032 (RA) or an Act promoting ease of doing business and efficient delivery of government services, amending for the purpose of RA 9484 or the Anti-Red Tape Act of 2007.2007.

Of the 61 barangays in Bacolod City, Barangays 10, 24, 36 and 39 failed to send their representatives to the activity. READ MORE 

DTI Region 6 office plans to boost business development activities in the barangays

The Department of Trade and Industry (DTI)-6 is planning to conduct its “Negosyo Serbisyo sa Barangay” program in Iloilo this year to boost and encourage more barangay-based business ventures.

DTI-6 Regional Director Rebecca Rascon said the initiative aims to intensify the promotion and dissemination of the agency’s programs and services to help start-ups and micro enterprises in the barangays. READ MORE

Senatorial bet Bong Go is for extension of barangay officials’ term limits

Former Special Assistant to the President Christopher Lawrence ‘Bong’ Go said he intends to look into the possibility of extending the terms of incumbent barangay officials.

He made this revelation at the Community Mobilization Project (CMP) orientation for local chief executives, village leaders, police officers and other key local government officials, which took place at the Central Elementary School here on Thursday. READ MORE

Barangay summit on good governance set in Antique

To encourage barangays and other stakeholders to be active partners in the implementation of the national government’s programs, a Barangay Summit on Good Governance for over 600 barangay and government officials will be held on Jan 16, 2019 at the EBJ Gymnasium, Binirayan Hills, San Jose de Buenavista, Antique.

Department of Interior and Local Government (DILG) Antique Provincial Director Cherryl P. Tacda said the event shall feature a forum-discussion between key DILG national officials led by Secretary Eduardo M. Año and punong barangays on pressing governance, public safety, and peace and order issues.

It will also discuss future approaches to strengthen cooperation between the national government and barangay units to effectively and efficiently deliver quality services.  READ MORE

Comelec announces final list of 28 barangays to be included in Bangsamoro plebiscite

Eight more barangays in North Cotabato will join the plebiscite for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), bringing the total number of barangays included in the electoral process to 28.

According to Comelec spokesperson James Jimenez, the poll body en banc has approved the petitions of the barangays for voluntary inclusion in the referendum for ratification of the Bangsamoro Organic Law (BOL). READ MORE

Cebu City barangay captain suspended for abuse of authority

For withholding the salaries of kagawads, barangay captain  Gines Abellana of Barangay Mambaling in Cebu City was recently suspended.

The number one barangay kagawad Anne Marie Palomo immediately assumed as acting barangay captain on Thursday, Jan. 10, following the suspension of Abellana, after the committee of three of the City Council found him guilty of abuse of authority. READ MORE

San Fernando City barangay chair wants to just donate to a school a portion of the land under ejection order

The village chief of San Isidro in the City of Pampanga is alluding to the Department of Public Works and Highways that it donate a portion of a land that it earlier demolished to the San Isidro Integrated School.

On Monday, the DPWH started to tear down structures that have encroached part of the highway’s easement in Barangay San Isidro.

San Isidro Barangay Captain Bernardino Talao said the affected residents and students of the school would appreciate the improvement. READ MORE

Davao City health authorities warned barangays to be careful in the use of fogging machines

DAVAO City Health Office (CHO) Sanitation Unit urged barangays with fogging machines to refrain from indiscriminate use of the equipment and for the operators to undergo proper training to avoid hazardous effects to people and the environment.

With reports that some fogging machine handlers operate despite having people around, CHO Sanitation inspector Curtis Lazarraga clarified during the Ispeak media forum Thursday, January 10, that these are barangay-owned machines.

He added that some barangays bought their own fogging machines where operators are not even properly trained. READ MORE

La Union hall-of-famer-barangay bags anew the P150,000 top price in the yearly search for cleanest and greenest barangay in Bauang    

To sustain the cleanliness and greenness of the 39 barangays of Bauang, the yearly Search of the Cleanest, Greenest Barangay was conducted.

Winners in the search were announced and were awarded during the Rabii ti Bumarangay on January 3, 2019 at the Bauang Farmers’ Civic Center.

Payocpoc Sur, which was the hall of famer in the Search last year was the champion. Barangay Captain Virginia Ardina with her barangay kagawads received P150,000 cash and a plaque of recognition. READ MORE

Community center to rise in one of CamSur's poorest barangays

An Australian national, Bob Murray, who heads a foundation aimed to take people out of poverty is now building a community center in one of the poorest barangays in Bicol as a conduit to offer opportunities to the out-of-work housewives, non-landowners, the uneducated and the handicapped.


“This community center is a game changer,” said Bob of Muravah Foundation, an entity that adopts not just families but an entire community of Barangay Sua in the Municipality of Canaman, Camarines Sur. READ MORE

South Cotabato barangay troops to be deployed to contain insurgency

New members of Citizens Armed Forces Geographical Unit (CAFGU) joined the government troops in maintaining peace and order in far-flung and mountainous areas of South Cotabato.

Col. Jones Otieda, commanding officer of the 27th IB Philippine Army, said that at least 200 new CAFGU will help the government contain insurgency in some of the communities in the province. READ MORE

Ten-year old boy drowns in milk in Mandaue City barangay

A 10-year-old boy was killed after he fell into a pit of liquid dairy waste in Barangay Tabok, Mandaue City on Saturday morning, Dec. 28.

Police are checking if the factory that dumped the waste is liable for the boy’s death. READ MORE

 

Comelec oks petition of 20 barangays in Cotabato to be included in Bangsamoro referendum

The Commission on Elections has approved the petitions of 20 barangays in Cotabato province seeking to be included in the referendum for the creation of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

The Comelec en banc granted the petitions as they have complied with all of the requirements under the law and the rules and have sufficiently established that its territory is contiguous to that of the local government units. READ MORE

 

Instead of peaceful mediation at the barangay, two feuding families in Basilan barangay chose to fight it out and kill each other to settle score.

Seven persons were killed, while five others were wounded when two feuding families engaged in a firefight Thursday night in a remote village in Hadji Motamad town in Basilan province.

Davao City mall gives something back to its community by throwing a party to the children of its "home" barangay

Every holiday season, it has been a tradition for Ayala Malls Abreeza to give back to the barangay it calls home by throwing a celebration for the community members who appreciate Christmas the most—the children.  

Dubbed Barangay Kids Day, the party saw 200 young ones from the resident families of Barangay 20-B of Davao City’s Poblacion District gather at Ayala Malls Abreeza’s Activity Center for an afternoon of games, gifts, and other goodies. READ MORE 

 

Instead of keeping the peace in his barangay, Nueva Ecija barangay kagawad allegedly hired a gunman to kill another kagawad

A 31-year-old kagawad was arrested Friday night for allegedly masterminding the murder of a colleague, who was gunned down by a motorcycle-riding gunman while attending the interment of a villager at the public cemetery in Barangay Poblacion here earlier.
The police reported that suspect Jervie Bondoc, another kagawad of Barangay Dimasalang Sur of Talavera town, Nueva Ecija, provided the gunman with information on the whereabouts of the victim, Ramoncito Magtalapa, 55. READ MORE.

Year two of Bacolod City's search for the most clean and green barangays to focus on waste segragation

THE City Government of Bacolod will hold another search for the cleanest, greenest, and most well-managed solid waste management (SWM) program this month.

A farmer was shot dead early Thursday morning in Sara, Iloilo over a small vegetable plot.
Police identified the victim as Ricky Nepomuceno, 49, a resident of Barangay Malapaya.
Nepomuceno’s neighbor, 31-year-old Rhake Are, owned up to the killing. He immediately surrendered to Malapaya’s barangay captain after the incident. READ MORE

Second chance for youth to run for special SK elections in 2019

Youth leaders at the barangay level have been given another chance to serve their neighbors and make a difference in their communities with the holding of Sangguniang Kabataan (SK) special elections early next year.

Iligan City Representative Frederick Siao said that  the barangays must have complete SK councils because they are the ones authorized by law to budget, approve, and spend the mandatory 10 percent allocation of each barangay’s general fund.

In a memo dated Dec. 20, the DILG issued the guidelines for the filling up of vacant SK posts through succession and special elections. READ MORE HERE.

Baguio barangay activates anti-bullying committee

As the issue of bullying came up anew in the news, Baguio City's biggest village, Barangay Irisan, has activated a sub-committee focused on the protection of children from various dangers like bullying.

Barangay Irisan, with a population of over 30,000, has organized children aged nine to 14 to be directly involved in the Sub-Committee on Bright Child (SCBC) under the Barangay Council for the Protection of Children (BCPC). READ MORE HERE.

DILG Region 6 holds meet to prevent corruption in barangays 

To support and ensure the effective implementation of the advocacy on the prevention of corruption at the barangay level, the Department of Interior and Local Government (DILG)-6 conducted a Regional Roll-out Orientation on Barangay Advocacy on the Prevention of Corruption for selected Civil Society Organizations in Western Visayas.

The CSOs are recognized by the department as third-party monitors and partners of the local government units in promoting good governance particularly in active community participation, transparency, responsiveness and accountability. according to Raniel Reel Matorres, a focal person of a barangay advocacy group.  READ MORE HERE.

San Fernando Barangay Health Workers get e-bikes 

Barangay health workers or BHWs in the City of San Fernando on Thursday, December 27, received e-bikes from City Councilor Angie Hizon as part of her commitment to improve the services of health workers.

The distribution included 37 units of e-bikes for the city’s 35 barangays. Each barangay received one e-bike with barangays Caululut and Dolores receiving two e-bikes each in relation to their respective area and population size. READ MORE HERE.
 

Sarangani barangay and tribal leaders asked to help implement national gov't.-funded projects   

The local chief executive of Malungon, Sarangani has called for barangay and tribal leaders to brace themselves for the implementation of newly-funded projects under the national-government’s PAyapa at MAsaganang PamayaNAn or Pamana program.  

Mayor Maria Theresa Constantino, in a recently-held Ancestral Domain and Community Development Planning Forum, directed local leaders to be responsible for all the selected project executions in all the 31 barangays of the municipality, hoping that these become valuable and useful in uplifting the standards of living of not just the indigenous peoples (IPs), but all of the locals, as well. Angara seeks fixed salaries for barangay execs

Senator Sonny Angara vowed to pursue legislation that would make barangay officials as regular state employees who are entitled to fixed salaries and benefits in recognition of their role as frontliners of government service.

He said it is time to recognize and to give importance to the services of barangay by giving them enough and appropriate salaries and not just honorarium. 

Angara is the chairman of the Senate Committee on Local Government and author of Senate Bill No. 2097, or the proposed Magna Carta for Barangays. READ MORE HERE.

 

Pampanga barangay tanods and other community workers honore

"You are the unsung heroes of the province."

This is what Vice Governor Dennis 'Delta' Pineda told barangay peace keepers and community workers during a recent assembly of Barangay Bantay Bayan and Nanay Community Workers (NCWs) held in two separate events in Lubao town and Bren Z. Guiao Convention Center (BZGCC).

The Department of Labor and Employment (DOLE) has provided various livelihood assistance to the marginalized sectors in Lubao, Pampanga.

Pangasinan barangay hosts shelter for abused women and children

Abused women and children in Bayambang, Pangasinan now have a temporary shelter as the Abong na Aro (House of Love) situated at Barangay Wawa here was inaugurated on Thursday.

The Abong na Aro is a project of the Local Council of Women (LCW), headed by Mayor Cesar Quiambao's wife, Mary Clare Judith Phyllis “Niña” Jose-Quiambao. It will be operational in the first quarter of 2019.  READ MORE HERE.

Bulacan cites 172 cleanest barangays for 2018

The provincial government of Bulacan has cited 172 barangays in the province, which excelled in their efforts to maintain cleanliness and orderliness throughout the year.

During the 2018 Gawad Parangal para sa Kalinisan at Kaayusan ng Kapaligiran (KKK) sa Barangay held Thursday at the Bulacan Capitol Gymnasium here, the awardees were given certificates of recognition and PHP20,000 for the 14 first placers; PHP15,000 for the 56 second-placers; and PHP10,000 for the 102 third-placer barangays. DILG may fill up vacant LGU posts including the position of punong barangay

When a local government official, from the governor down to the punong barangay, is unable to perform his physical duties for legal reasons such as leave of absence, overseas travel, and suspension, the next highest ranking official shall take over.

President Duterte has issued Administrative Order No. 15 giving the Department of the Interior and Local Government the power to fill up certain temporary vacant positions in local government units to prevent paralysis of government operations. Read more here.

Bulacan SK Federation President killed in car crash

The president of the City Federation of Sanggunian Kabataan was killed in a car crash in Barangay Sto. Niño, Plaridel, Bulacan early dawn Monday, December 10, 2018. .

 Mark Paolo SD. Manaysay, 24, who is also ex-officio councilor of Malolos City, was dead on-the-spot after his Toyota GT86 two-door sports car (plate NEL 86) smashed into a row of houses and parked passenger jeepneys before crashing into a steel gate. Read more here.

 

Barangay Nutrition Scholars to be deployed in 2019 in San Jose, Negros Oriental

The Municipal Nutrition Committee (MNC) of San Jose, Negros Oriental, under the leadership of Mayor Mel Nick S. Logronio, is set to deploy fourteen Barangay Nutrition Scholars (BNSs) to all barangays as an answer to the town’s malnutrition problem.

This is to ensure that nutrition services are delivered up to the farthest families in every barangay and to improve the nutrition situation of the municipality. Read more here.   

 

Bacolod barangay hall asked by fire marshal to vacate premises 

Barangay 8 in Bacolod City is facing the possibility of nowhere to go when the notice to vacate by Bureau of Fire Protection becomes effective.

SunStar Bacolod reported that the lot, where the barangay hall is situated, is owned by the provincial government and BFP is planning to rehabilitate its building, so it is requesting the officials to vacate including the 18 houses in the area. Read more here.

 

Catanduanes barangay mirrors the good and ugly side of its local tourism - Editorial

A local online news periodical in the province, the Catanduanes Tribune in its recent editorial says that "there's good news and bad news" in its local tourism.

Apparently, it is referring to the well-attended reopening of the popular Binurong point last December 5, 2018 as the "good news".

For the "bad news",  it says that it has to improve its facilities to keep the visitors safe and sound during their brief stay on the island.  Read more here.

 

Punong barangays in Caraga Region holds summit on good governance in Butuan

The Department Interior and Local Government recently organized a Summit on Good Governance to boost awareness of the punong barangays, especially the newly-elected ones about the current administration’s campaign against illegal drugs, criminality, corruption, violent extremism and federalism.
