The opening of Butuan City’s seventh district health center marks another step in the city’s effort to bring basic healthcare closer to communities—but the bigger test will be whether the new facility can sustain the quality, staffing and continuity of services that residents need.
Mayor Lawrence Lemuel Fortun formally opened the Sumilihon District and Main Health Center on Tuesday, with the facility expected to serve about 16,055 residents of Barangays Sumilihon, Baobaoan, Los Angeles and Santo Niño.
Fortun said the opening reflects the city government’s continuing effort to expand its primary care network and bring health services closer to residents.
The development is significant because distance remains a practical barrier to healthcare access, particularly for families who must spend time and money traveling to larger hospitals or centralized facilities for services that could be addressed at the primary-care level.
By establishing the Sumilihon facility as a district-level primary care hub, the city aims to strengthen access to promotive, preventive and curative services, as well as referrals for cases requiring higher levels of care.
This approach places the health center at an important point in the local healthcare system.
A well-functioning primary care facility can serve as the first contact between residents and the health system, helping address routine health concerns, promote disease prevention and identify cases that require further medical attention.
The new center is also being positioned as part of the city's implementation of Universal Health Care, which seeks to make appropriate and quality health services accessible to residents without imposing unnecessary geographic and financial barriers.
But constructing a health facility is only the beginning.
The effectiveness of the Sumilihon center will depend on whether it has sufficient health personnel, medicines, equipment, operational funding and referral arrangements to meet the needs of the more than 16,000 residents within its service area.
Continuity will be equally important. Residents need to know not only that a facility exists, but also that essential services are reliably available when they need them.
This makes the commitment signed during the opening particularly relevant.
The city government, Department of Health representatives from the Caraga Region, barangay officials, health personnel and partner facilities pledged to work together to sustain quality, coordinated and accountable services in the district.
Such coordination is essential because primary healthcare does not operate in isolation. Barangay health workers, district health personnel, hospitals, local government offices and national health agencies all have roles in prevention, treatment, referral and follow-up care.
The four barangays served by the facility also become important partners in making the health center effective.
Local officials and community health workers can help residents understand available services, encourage preventive healthcare and identify people who may otherwise delay seeking medical attention.
The facility's location closer to communities could therefore have benefits extending beyond convenience. Earlier consultation and stronger preventive care can potentially reduce the need for residents to seek more costly or distant treatment for conditions that could have been addressed earlier.
For Butuan, the opening of the seventh district health center represents a continuing expansion of the city's primary healthcare infrastructure.
But the measure of success will not ultimately be the number of health centers built. It will be whether residents can consistently obtain the right care, at the right time, without having to travel unnecessarily far from home.
