Senator Francis Tolentino has asked the Department of Budget
and Management (DBM) to create a separate position classification for barangay
workers so they could be regularized and granted their “well-deserved”
benefits.
Tolentino
raised the proposal during the recent technical working group (TWG) meeting of the Senate Committee on Local Government for the proposed Magna Carta for
Barangay Workers.
Tolentino,
committee chairman, said the creation of the job classification will allow the
DBM to allocate a portion of the national budget’s funds for the wages and
incentives of village workers in the more than 40,000 barangays of the country. READ MORE

Liga ng mga Barangay and Rizal Commercial Banking Corp. team up
to help boost growth in the communities through its digital banking platform.
Rizal Commercial Banking Corporation has taken the first
steps to bringing its digital financial inclusion initiative to grassroots
communities as it gets the support and commitment of Liga ng mga Barangay sa
Pilipinas.
The LNB led by National
President Eden Pineda presented its national executive board resolution stating
that the organization is adopting DiskarTech: Kasosyo sa Asenso as a growth
enabler and capacity-building measure for micro-enterprises in every barangay
and its constituents. DiskarTech is a financial inclusion accelerator platform
by RCBC that aims to stimulate economic activity to help uplift the unbanked
and underserved Filipinos.
The strategic collaboration
will focus on accelerating financial literacy, promoting inclusive digital economy,
and empowering local communities. This supports the government digitalization
efforts aligned with President Duterte’s 10-point economic agenda on investing
on human capital development, and promoting technology and innovation for

Materials Recovery Facilities (MRF) to be established in
identified Baguio City barangays. The local government and the Cordillera office of the
Environmental Management Bureau (EMB-CAR) entered into a memorandum of
agreement to facilitate the establishment of materials recovery facilities
(MRFs) in the identified barangays of the city pursuant to the pertinent
provisions of Republic Act (RA) 9003 or the Ecological Solid Waste Management
Act of 2000.
Under the
agreement, the EMB-CAR shall provide technical and funding support to the city
to establish MRFs within the identified barangays; conduct monitoring of the
project to ensure attainment of its objectives; assist in the preparation of
the required work and financial plan for the said project and provide trainings
for local government recipients on the proper implementation of RA 9003. READ MORE
Barangay captain attacks law violator inside barangay hall. A barangay captain was caught on camera while attacking a law
violator inside his office at the barangay hall in Mariveles, Bataan.
In the
video, it can be seen that the barangay captain identified as Amado Dimafiles,
Jr. is confronting a resident who commit law violation. The government official
and the culprit have an exchange of heated arguments.
After a few
moments, Dimafiles attacked the law offender inside the office. Some of his
fellow employee stopped him and tried to calm the situation. READ MORE
Treasurer arrested for gambling away salary of fellow barangay officials. A barangay treasurer from San Isidro, Iriga City, Camarines
Sur was arrested for betting the salary of fellow barangay officials.
Based on
police reports, the treasurer, Gabriel Vargas, came to the police to report
that he was a victim of a robbery hold-up.
The police reviewed the footage seen close to the area where Vargas was robbed. However, it showed he was doing something suspicious. READ MORE
Laguna barangay officials punished teenagers for littering. The barangay officials of Biñan, Laguna imposed sanctions and
penalties towards a group of teenagers for littering.
In the CCTV
footage, it can be seen that the group of young people are littering across the
road after scattering the garbage inside of a trash bag.
The local
officials ordered the irresponsible teenagers to clean the entire road wherein

Piggery owner in Barangay Commonwealth, QC faces charges for
refusing to cull its 10 ASF-infected pigs.
One piggery in the barangay is getting
in the way of the barangay being declared free of the African swine fever
because the hog-raiser, who owns ten pigs, refused to have them culled.
“We’ll get
back to him to file charges. Commonwealth is cleared of pigs except for that
one piggery,” Belmonte said.
If the
hog-raiser continues to be uncooperative, she said the pigs could be forcibly
culled without judicial proceedings since the piggery is a public nuisance
under Sec. 699(3) of the Civil Code. READ MORE.
Calapan City mayor attends barangay assemblies. Mayor Arnan Panaligan attended various barangay assemblies in
Calapan City to discuss his on-going projects as well as to listen to the
concerns of his constituents.
In Bgy.
Comunal, Panaligan reported to the assembly the recently implemented and
ongoing projects such as the construction of a 2 storey multi-purpose building
worth P3.7 million, construction of drainage canal in front of F. Samaco
Elementary School, among others.
He also
discussed the rehabilitation of the road at the Biga-Communal boundary worth P2
million, financial assistance for the purchase of additional lot for the
expansion of Pedro V. Panaligan National High School, and free-flowing water

Indigenous People reminded that they are mandated by law to sit
in the Barangay Council. The National Commission
on Indigenous Peoples (NCIP) on Thursday reminded indigenous peoples (IPs) of
their mandatory representation in the legislative council is included in their rights.
In a recent
interview, Ana Burgos, NCIP regional director for Western and
Central Visayas, said all ancestral
domain areas are qualified to have an IP mandatory representative (IPMR),
either in the barangay council or the Sangguniang Bayan (SB).
They will
be serving for two terms and enjoy the privilege of a regular Kagawad or SB
member. “He/she will be the voice of the community. The IPMR should stand for
the IPs in his/her area,” she said.

are not elected, they have to go through a selection process in their

Agusan Del Sur village chosen as Barangay Assembly Day showcase
for Caraga Region in 2019. As in
previous runs, the DILG regional office took part in the monitoring and
observing the conduct of the assembly in showcased barangays. This semester,
the showcased barangay is Taglatawan in Bayugan City, Agusan del Sur.
Also, field
officers across the region consolidated the schedules of barangay assemblies
and ensured compliance to the semestral assembly as stipulated in the Local
Government Code (RA 7160) as an avenue for transparency, accountability and
participation.
DILG Caraga Assistant Regional Director Donald Seronay who headed the regional monitoring
team relayed the message of DILG Secretary Eduardo Año to the barangay
officials and constituents. The message emphasized the importance of the
assembly day, the fact that it recognizes the active cooperation and
participation of the residents on various matters that affect them, directly or
indirectly.
The
semestral assembly, as stipulated in the Local Government Code (RA 7160), is an
