Ten villages were awarded by the city government here as major winners in the Inter-Barangay Cleanest, Greenest and Most Well-Managed Solid Waste Management Contest for 2018.
The awarding rites, held on Tuesday at the MassKara Hall of the Bacolod City Government Center, was the culmination of the eight-month competition launched in March, with the aim of a “cleaner, greener, and healthier Bacolod.”
Mayor Evelio Leonardia said he wants to institutionalize the program to instill in every barangay official the importance of a clean environment and proper solid waste management.
“This should continue. This is not just for contest purposes. This is with the intention that it becomes a day-to-day practice here in Bacolod,” the mayor said.
Leonardia added that being a “clean and green” city will not only make Bacolod attractive to tourists, but will also make it more conducive to business.
Councilor Cindy Rojas, chairperson of the City Council’s committee on environment and ecology, said that during the competition, the evaluators conducted a series of random assessments of each barangay.
“We are looking to continue this program. We are hopeful that before the month of January ends, we can launch (the contest) for 2019,” she added.
The villages were judged based on the following criteria: general cleanliness and environment-friendly practices -- 55 percent; space greening -- 35 percent; and support system -- 10 percent.
All the winners received certificates and cash prizes for their solid waste management projects.
The winners in the rural barangay category were led by Barangay Handumanan headed by village chief Ricardo Danoy Sr., which took the first place with a prize of PHP350,000.
Others were Barangay Montevista led by Glo-Ann Tambasen, second place -- PHP250,000; Barangay Taculing under Lady Gles Gonzales Pallen, third place -- PHP200,000; Barangay Vista Alegre headed by Jose Maria Leandro Norberto de Leon, fourth place -- PHP150,000; and Barangay Sum-ag led by Rodney Carmona, fifth place –--PHP100,000.
Ten other rural villages received consolation prizes of PHP20,000 each.
In the urban barangay category, the winners were Barangay 18 under village chief Madeline Diaz, first place, which received PHP300,000; Barangay 15 led by Anthony Jose Ayco, second place -- PHP200,000; Barangay 17 headed by Rogelio Pabiana Jr., third place -- PHP150,000; Barangay 13 under Franklin Andre Familiaran, fourth place -- PHP100,000; and Barangay 30 led by John Mark Petierre, fifth place -- PHP50,000.
Thirty other urban barangays were also given consolation prizes of PHP15,000 each.
Danoy said that even without the contest, Barangay Handumanan has always maintained its cleanliness.
“Every day, there is maintenance by the street cleaners. We did not even prepare for the contest since it is already part of what we do,” he added.
He said village residents also cooperate in making Barangay Handumanan “clean and green” and the Barangay Council has also launched a similar competition among the ‘purok’ (sub-villages).
For Barangay 18, Diaz said that winning the top prize is a validation of what the village does in terms of “cleaning and greening” and solid waste management - even when there is no competition. (
