QC barangay residents protest over inroads of commercialization into their neighborhood. Residents of Barangay Mariana in New Manila are protesting the rising wave of commercialization threatening the peaceful, residential nature of their community.

Prompted by recent developments that they say defy existing zoning laws, the Mariana Neighborhood Association (MNA) has revived its community newsletter, Mariana Speaks, to inform and mobilize the public. Their goal: speak up now, or risk losing the peaceful character of the neighborhood forever.

P309 million budget released for various barangay child development centers nationwide. The Department of Budget and Management (DBM) has approved the release of P309 million for the construction of Child Development Centers (CDCs) in 103 barangays nationwide.

The funding is sourced from the Local Government Support Fund – Financial Assistance to Local Government Units (LGSF-FA to LGUs) under the 2025 national budget, the DBM said in a news release Thursday.

“In compliance with the directive of President Ferdinand R. Marcos Jr., we are addressing the needs of children even before they enter school,” Budget Secretary Amenah Pangandaman said. Read More

DILG puts on hold incentives for the Seal of Good Local Government for Barangays incentive program. The Department of the Interior and Local Government (DILG) has deferred the 2025 Seal of Good Local Government for Barangays incentive program.

The SGLGB is undergoing reprogramming to ensure it is aligned with the newly restructured performance framework for local government units (LGUs), the DILG said.

Barangay participation in the program grew by five percent, from 39,623 in 2023 to 41,610 in 2024. Read More

NAMFREL opposes postponement of barangay, SK elections. The National Citizens’ Movement for Free Elections (NAMFREL) on Friday expressed its opposition to the postponement of the Barangay and Sangguniang Kabataan Elections (BSKE) scheduled on Dec. 1, 2025.

In a statement, the election watchdog said it believes that the BSKE should be conducted as prescribed by law to give the electorate a chance to choose their leaders. 

"The barangay, as the smallest government unit, leads local programs and serves as a space for resolving community issues. As the closest government to the people, voters must regularly and periodically choose their leaders," NAMFREL said. Read More

Barangay reading centers benefitting more youth in the communities. More children and youth in the communities benefit from the information and reading centers (IRCs) established in the barangays, according to the Department of the Interior and Local Government (DILG).

The Department said this is in line with President Ferdinand R. Marcos Jr.’s agenda on peace and progress that go hand in hand with education and inclusive governance at the grassroots level.

Supporting the implementation of Section 17 of Republic Act No. 7160 or the Local Government Code, the DILG reiterated the need for barangays to establish their IRCs, providing early learning support, reading materials, and safe environments for children and youth. Read more

Barangay Nutrition Scholars seen as community mobilizers in Bontoc Province.  The Bontoc Local Government Unit (LGU) through the Municipal Nutrition Council (MNC) acknowledged the significant role of the barangay nutrition scholars (BNS) as mobilizers in the zrcommunity.

With this, the Top 3 winners in the Search for the Most Outstanding Barangay Nutrition Scholar were recognized during the Monday Flag Raising Ceremony on June 16, 2025, at the Bontoc Municipal Capitol grounds.

Joan Hewan of Barangay Caneo who was adjudged as the champion with a score of 80% received a Certificate of Recognition and a cash prize of P4,500. Read More

Only 60% of the barangay drug abuse councils in the MIMAROPA region functional - DILG. A total of 910 out of 1,460 Barangay Anti-Drug Abuse Councils (BADACs) across MIMAROPA region were rated highly functional in 2024, according to the Department of the Interior and Local Government (DILG) MIMAROPA.

During the 2nd Quarter Regional Inter-Agency Committee on Anti-Illegal Drugs (ICAD) Advocacy Cluster meeting on June 13, DILG MIMAROPA disclosed that based on the 2024 BADAC Functionality Audit, 62.33 percent of the BADACs in the region are highly functional after meeting the criteria set for the evaluation.

The criteria for audit includes the creation/reorganization of BADAC with 10 points, allocation of substantial budget 15 points, implementation of plans and programs 50 points, support to component BADACs 10 points, conduct of regular meetings 10 points, and innovations five points.

Alimodian LGU in Iloilo conducts community support programs in its remote upland barangays. The Municipality of Alimodian, Iloilo conducted the Retooled Community Support Program on June 19, 2025, in Barangay Manasa, one of the upland areas collectively known as the “Seven Cities.”

The RCSP Serbisyo Caravan delivered essential government services to this geographically remote area, improving access for local residents.

A key feature of the event was the participation of the Department of Trade and Industry Iloilo Provincial Office, in partnership with Negosyo Center Alimodian. 

Liga ng mga Barangay President in Antique LGU activates barangay information officers.  The municipality of Tobias Fornier recently activated its Barangay Information Officers (BIO) Network.

The advocacy meeting was recently held with the Liga ng mga Barangay in Tobias Fornier, Antique.

Ordinance to allocate dedicated funding for barangay anti-drug campaign proposed by Cagayan de Oro City Cadac.  The city is taking a major step in its anti-drug campaign by proposing an ordinance that would allocate dedicated funding to barangays.

The initiative, led by the City Anti-Drug Abuse Council (Cadac), aims to strengthen the Barangay Anti-Drug Abuse Councils (Badacs), which serve as frontline units in the city’s efforts against illegal drugs.

The ordinance, recently endorsed by Cadac, seeks to establish a reliable financial foundation for Badacs, which often struggle to secure consistent funding for programs. Read More

DILG Region lX conducts training empowerment seminars for Zamboanga Del Norte barangays. The Department of the Interior and Local Government (DILG) Region IX successfully conducted the activity “Empowering Grassroots Governance: Strengthening Barangay-Based Institutions (BBIs) on June 17–18, 2025, at the Gab Hotel in Liloy, Zamboanga del Norte. The initiative forms part of the 2025 implementation of the Retooled Community Support Program (RCSP) — a flagship program which aims to empower local communities and strengthen the delivery of government services, especially in conflict-affected and geographically isolated areas.

Participants of the training were the RCSP 2025 target barangays from the municipalities of Leon B. Postigo, Salug, Liloy, and Sirawai, who play a crucial role in the implementation of the RCSP. The activity focused on strengthening the capacity and functionality of key Barangay-Based Institutions (BBIs) that are essential in driving local peace, development, and good governance.

This activity reaffirmed the commitment of DILG Region IX and local stakeholders to building resilient, empowered, and self-reliant communities — one barangay at a time. Read More

Ateneo honors barangay VAW thesis researcher/ writer. This year’s ASCEND Excellence Award for College Thesis Individual Research was awarded to Yuki Patricia A Abion (AB Interdisciplinary Studies '25). She received the award for her thesis entitled, “Justice Lived and Negotiated: Examining the Perceptions and Landscape of Justice in Three Barangay Violence Against Women (VAW) Desks”.

Her faculty adviser is Mr Skilty C Labastilla, and her partner communities are Violence Against Women (VAW) Desk Officers and survivors in three barangays — two in Makati City and one in Marikina City.

Her work was commended for illuminating how community perspectives can reshape justice. DILG urges LGUs to boost capabilities of barangay tanods. The Department of the Interior and Local Government (DILG) appealed to local government units to invest more in barangay watchmen or “tanods.”

This came in a statement from the department on Thursday, citing tanods’ role in security for schools, three days after the opening of classes.

“The DILG encourages local governments to continue investing in capacity building and recognition for tanods, equipping them with radios, vests and standard training,” it said. Read More

Farmer group in Pangasinan barangay receives P700k livelihood assistance.  The Cabuloan Fish Producers Association in Barangay Cabuloan in Urdaneta City has received PHP700,000 in livelihood assistance from the Department of Labor and Employment (DOLE) to jumpstart their freshwater catfish farming project.

The group, composed of 30 farmer-members, will use the grant to acquire equipment and fingerlings needed to begin operations.

Association president Narciso dela Cruz, 67, expressed gratitude during the Kalayaan Job Fair in Rosales town, saying the support from DOLE offers sustainable livelihood, not just temporary relief. Read More

Life 'along the riles' in Laguna barangay. Before the sun rises in Barangay San Antonio in Los Baños, Laguna, the “trolley boys” would set out with their self-built carts and position them onto the train tracks, ready for the rush of early morning passengers.

The “boys” are men, mostly fathers who earn a living by pushing wooden passenger trolleys on the train tracks.

The trolleys, which are fitted with benches, are crafted out of wooden planks with metal wheels attached at the base. Once boarded by passengers, drivers would push the trolley over the tracks, gaining momentum with their feet. If it weren’t for the dents on the rail that occasionally shake up the ride, it would feel like gliding along the countryside with a view of overgrown grass and trees sprouting between densely packed rows of homes that flanked the railway. Read More 

Innovative water projects in two remote barangays to help solve shortage. “With our water stewardship programs, Coca-Cola Foundation Philippines has been helping fund projects to provide access to safe water in local communities in the country,” said Tony Del Rosario.

Palawan barangay veterinary aides convene. More than 150 barangay veterinary aides (BVAs) from across Palawan gathered in Puerto Princesa City on June 17 for the 2025 Barangay Veterinary Aides Convention.

New access road completed in Coron barangay. An access road leading to Coron Natural Farms in Sitio Panggawaran in Barangay Decalachao has been completed by the 1st District Engineering Office (DEO) of the public works and highways department.

The Department of Public Works and Highways (DPWH) in MIMAROPA said in a statement Wednesday this week that road is expected to improve safety and mobility in the area, particularly during the rainy period “where a long stretch of mud due to unpaved road posed dangers to residents and motorists.”

“The road project directly impacts mainly the connection of an integrated farm located in Brgy. San Nicolas to Poblacion, Coron, to improve the quality of transportation to support the Department of Trade and Industry projects to develop the country’s farm-to-market roads,” the DPWH MIMAROPA added. Read More

Newly constructed road connects two remote barangays in Leyte. Residents of Barangays Pongso and Hiagsam in Barugo, Leyte, now enjoy a smoother and safer travel experience following the completion of a vital concrete road project by the Department of Public Works and Highways–Leyte 2nd District Engineering Office (DPWH-L2DEO).

The road improvement initiative involved the construction of Portland Cement Concrete Pavement (PCCP), covering a total of 1,806.6 square meters at 5 meters wide in Site 1, and 114 square meters at 1 meter wide in Site 2, which serves as an extension on both ends.

The project was aimed at easing transportation between the two barangays, especially for farmers and students who rely heavily on the road for daily access. Read More

Metro Cebu barangays asked to observe occupational safety standards. Citing a surge in work-related accidents across Metro Cebu, the Department of Labor and Employment in Central Visayas (DoLE-7) has enlisted barangay officials and watchmen (tanods) to help enforce occupational safety standards in their communities.

DoLE-7 regional director Roy Buenafe dubbed the new initiative “Occupational Safety Patrol” or “Barangay Ospatrol.”

“We are seeing too many accidents in the Barangays, and most of these are small constructions like houses, where safety rules are often not followed,” Buenafe said in a statement. Read More

Philhealth holds barangay information drive on health care in Bohol. To raise public awareness on the Universal Health Care (UHC) Act, the Philippine Health Insurance Corporation (PhilHealth) recently conducted its Social Health Insurance Education Series (SHInES) for Barangay Nutrition Scholars (BNS) of Bohol.

A total of 48 BNS from the local government units (LGUs) here attended the SHInES sessions held on June 4-6, 2025.

The three-day session was facilitated by personnel from the Social Health Insurance Academy of PhilHealth Head Office, along with the PhilHealth Central Visayas Public Affairs Unit and Local Health Insurance Office (LHIO) Talibon. Read More

Natural habitat in Negros Occidental barangay gets P2 million funding. A Seacology field representative has lauded the Sagay City government’s conservation efforts for its natural habitat.

Seacology field representative Ferdie Marcelo highlighted this during the recent turnover of a PHP2 million watchtower and kayak center funded by Seacology.

House oks bill extending term of barangay officials from 3 to 6 years. The House of Representatives on Monday, June 9, passed on third and final reading House Bill 11287, which proposes to extend the term of barangay and Sangguniang Kabataan (SK) officials from three to six years.

The measure, which proponents say would “fix” the term of office, was approved with 153 affirmative votes, four negative votes and one abstention.

House Bill 11287 particularly proposes amendments to Sections 42 and 43 of the Local Government Code of 1991, which currently prescribe three-year terms and define how many consecutive terms officials may serve.

Although the bill extends the term of office to six years, it also imposes new limits on re-election. Barangay officials would be allowed to serve two terms in a row, and SK officials just one. Read More 

Voter registration for barangay elections in December 2025 to proceed. The voter registration for the Barangay and Sangguniang Kabataan elections (BSKE) in December will proceed as scheduled in July, according to the Commission on Elections (Comelec).

Comelec Chairperson George Garcia made the clarification following the House of Representatives' approval on third and final reading of a bill seeking to extend the term of barangay and SK officials from three years to six years.

"Whether it will be passed or not, we will continue with the voter registration," Garcia told reporters in a virtual interview. Read More

Bill extending SK term from three to four years ratified. The measure extending the terms of elected Barangay and Sangguniang Kabataan (SK) from the current three years to four years was ratified on Wednesday night, June 11 by the House of Representatives.

It was only last Monday, June 9 when the House approved on third and final reading its version of the measure, embodied in House Bill (HB) No.11287. The particular bill sought to double the terms of the village and youth officials from three years to six years.

However, it was the Senate version of the measure--which provided for a more modest term extension--that prospered during the Bicameral Conference Committee hearings. This was the extension that was ratified by the House. Read More

San Fernando City barangay to ease city traffic congestion with bypass road. The San Fernando City government, under the leadership of Mayor Vilma Balle-Caluag, and SM Development Corporation (SMDC) have signed a memorandum of agreement for the bypass road project in Barangay Del Carmen.

Under the deal inked on Monday, June 9, the SMDC authorizes the city government to use its 9,328-square-meter land in Del Carmen for the proposed 1.25-kilometer access road.

Barangays in Mountain Province benefit from provincial road improvement projects. Residents of barangays in the Upper Bauko area are set to benefit from a road improvement project that will ease transport of agricultural products and enhance access to government services, contributing to economic growth.

Office of the Presidential Adviser for Peace, Reconciliation, and Unity (OPAPRU) Secretary Carlito Galvez, Jr., and Governor Bonifacio Lacwasan, Jr led the groundbreaking of the Balicanao-Am-am Provincial Road improvement project in Balicanao, Sadsadan in the municipality of Bauko on September 13, 2024.

The P25 million project is funded by the Office of the President and OPAPRU under its PAMANA or the Payapa at Masaganang Pamayanan program. Read More

Landfill in Cebu City barangay could be shut down due to failure to address environmental issues. The sanitary landfill in Barangay Binaliw, Cebu City may be closed if persistent complaints from nearby residents remain unresolved.

Mayor-elect Nestor Archival said that once he officially assumes office, he will hold discussions with the landfill operator Prime Integrated Waste Solutions Inc. to address the long-standing concerns of neighboring communities.

“Wala gyud ni ma-address ang kabaho ug ang tubig nga nagdagayday didto sa ubos (The stench and the water flowing down below have really not been addressed),” Archival said in a phone interview on Friday, June 6, 2025, referring to complaints from residents, including those in neighboring Consolacion, about the foul odor and contaminated water. Beneficiaries in 21 barangays from Bacolod receive P15.7 million from TUPAD program. The Department of Labor and Employment (DOLE) has distributed around PHP15.708 million in total wages to 3,062 worker-beneficiaries from 21 barangays here under the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program.

DOLE-Negros Occidental Provincial Head Carmela Abellar led the release of checks to the village chiefs and treasurers at the Sugar Workers Development Center here on Thursday afternoon.

Children in Antique barangay taught love of country early. Children enrolled in child development centers (CDCs) in Antique learned to develop their sense of nationalism at an early age.

Margie Mijares, whose four-year-old son is enrolled at the Lacaron CDC in Barangay Lacaron, Sibalom, said, at times, he could hear him singing the national anthem, Lupang Hinirang, alone, although he could not memorize the full lyrics yet.

“My son learned to sing the national anthem because he is being taught at the CDC,” she said in an interview on Thursday. Read More

Congress hit for failure to pass Magna Carta for barangay health workers. Barangay health workers (BHWs) and a global union federation have expressed deep frustration over lawmakers’ failure to pass the Magna Carta for Barangay Health Workers before the 19th Congress adjourned sine die on Wednesday.

The Magna Carta for BHWs was identified as a priority bill by the Legislative-Executive Development Advisory Council for passage before the 19th Congress ends.

The proposed measure aims to institutionalize standardized and fair compensation for over 250,000 barangay health workers nationwide. Read More

Zamboanga Peninsula barangays earn good governance seal. The Department of the Interior and Local Government (DILG) has praised barangays and local government units (LGUs) in the Zamboanga Peninsula for their significant progress in governance and public service. DILG Regional Director Paisal O. Abutazil noted that all barangay officials in the region have received leadership training, enhancing their skills in accountability and competence. A total of 106 barangays were recognized as national passers of the 2024 Seal of Good Local Governance for Barangays (SGLGB), marking a 457% increase from the previous year. The SGLG program encourages integrity, accountability, and quality public service among LGUs, leading to safer communities and better funding opportunities. Additionally, the DILG reported that all complaints received were addressed, reflecting their commitment to transparency. Bohol barangays receive laptops from Globe to help in community dispute settlement. Globe has donated ten refurbished laptops to various barangays in Bohol to promote digital inclusion and support eGovernance. . This initiative will enhance the work of the Lupon Tagapamayapa, a community group focused on peacefully resolving disputes. By transitioning from typewriters to laptops, the Lupon can minimize manual errors, maintain digital records, and efficiently manage documents. The turnover event took place at the Bohol Provincial Capitol, with key attendees including Board Member Benjie Arcamo, Liga ng mga Barangay President Romulo Cepedoza, and Globe Vice President Patrick Gloria. Collaborating with the Department of Information and Communications Technology (DICT) and the Anti-Red Tape Authority (ARTA), DILG provides platforms like the electronic Business One-Stop Shop (e-BOSS) to streamline business permitting. The agency is committed to training and supporting LGUs in effectively managing these digital tools.  

Additionally, DILG's digitalization efforts have extended to barangays through the Barangay Information Governance System (BIGS), facilitating easier access to data for planning. Laguna's barangay tanods seen as effective 'force multipliers'.  Laguna's police force is enhancing community safety by partnering with barangay force multipliers to improve peace, security, and order. This initiative supports President Ferdinand Marcos Jr.'s directive for the Philippine National Police to increase their visibility and deter crime. Police chief Lt. Col. Victor Maqui Sobrepeña emphasized the importance of collaboration with the community, stating that barangay force multipliers play a crucial role in community-based policing. To further boost visibility and responsiveness, the Calamba City Police has implemented the R.O.N.D.A. CALABARZON initiative, deploying various patrol units and personnel. Kalinga barangay health worker finds joy in serving. Being a health worker in geographically isolated areas like Barangay Mabongtot, Lubuagan, Kalinga, is physically demanding. Leonida Alya-on has dedicated over 30 years to ensuring her community has access to quality healthcare. She finds joy in serving her fellow Kalinga residents, stating that the reward comes from seeing them healthy.

Starting her career in 1998, Alya-on became a vaccinator in 2022 and a midwife in 2023. She often walks two hours through rugged terrain to provide healthcare services, including immunizations and medications for hypertension. Despite the challenges, she is committed to bringing these essential services closer to the community.

Alya-on also conducts home visits to monitor patients, including the elderly and those with disabilities, which has earned her respect and admiration. One of her patients, 85-year-old Julio Maximo, expressed gratitude for her consistent care. Overall, Alya-on's journey as a health worker is challenging but deeply rewarding for someone devoted to serving others. Read More 

Baguio City barangays preparing for 'habagat'. The local government of Baguio, through the Association of Barangay Councils (ABC), announced that 128 barangays are preparing for the rainy season, known as habagat. ABC Baguio president Rocky Aliping stated that barangay officials are activating disaster risk reduction measures in anticipation of heavy rains and typhoons. They have installed screens and materials to prevent waste from blocking canals and waterways, particularly those leading to the City Camp Lagoon, which has experienced flooding due to debris. Additionally, barangay officials are conducting information campaigns to educate residents about proper waste disposal and are assessing dead trees for trimming or removal to prevent accidents during severe weather. Pampanga barangay site of NLEX program on food security and community livelihood. NLEX Corporation has launched a sustainable program aimed at enhancing food security and creating livelihood opportunities for the residents of Barangay Pio, Porac, Pampanga, through the establishment of the NLEX-SCTEX Community Farm. The initiative, inspired by the adage about teaching fishing skills, focuses on imparting various farming techniques to local residents.

Since its inception a year ago, the community farm has produced over 1,200 kg of fresh produce, including pechay, eggplants, and white onions, utilizing both traditional and hydroponic farming methods. Farm Operations Supervisor Magdalena David highlighted the benefits of hydroponic farming, which has increased harvest efficiency and provided a reliable food source during scarce times.

Larry Serrano, a farm volunteer and General Manager of the Ilug Kamalig Agriculture Cooperative, noted that the farm has inspired locals to adopt sustainable farming practices in their own yards, promoting community engagement and self-sufficiency.

NLEX’s VP for Communication and Stakeholder Management, Donna Faylona-Marcelo, emphasized the program’s embodiment of bayanihan, illustrating the power of community support. The 650-square-meter farm was established in 2024 through the collaboration of NLEX Corporation, IKAC officers, and volunteers, aiming to provide nutritious food and generate income for the participants.

This initiative aligns with NLEX’s commitment to the United Nations’ Sustainable Development Goals, particularly in addressing Zero Hunger, promoting Good Health and Well-being, and fostering Sustainable Cities and Communities. COMELEC to hold BARMM barangay elections to prevent voter disenfranchisement. The Commission on Elections (Comelec) announced that it will conduct voter registration activities in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) from July 1 to 11 to prevent disenfranchisement, particularly for youth aged 15 to 17 who are eligible to vote in the Sangguniang Kabataan (SK) elections. Comelec Chairman George Garcia stated that the decision was made after recognizing the potential exclusion of voters in BARMM, despite initial plans to suspend registration due to the upcoming Bangsamoro Parliamentary Elections (BPE) on October 13. However, new registrants will not be allowed to vote in the BPE, as only those who participated in the May 12 midterm elections are eligible. Cease and desist order issued over government project in Cebu barangay mangrove area. The Cebu City River Management Council (CCRMC) has recommended a cease-and-desist order against a government project in Barangay Cogon Pardo that is damaging a protected century-old mangrove area, as reported by the Freeman. An assessment by the Cebu City Environment and Natural Resources Office (CCENRO) revealed that lime aggregates were being unloaded to construct a roadway, part of a P97-million flood management program by the Department of Public Works and Highways (DPWH).  The project was found to lack a proper management or rehabilitation plan, raising significant environmental concerns. The ongoing backfilling has encroached on mature mangrove trees, prompting the CCRMC to call for urgent action to prevent further damage. The Acting Mayor, Dondon Hontiveros, issued a cease-and-desist order and directed a technical conference involving all parties. The CCENRO reported that they were not consulted about the project, which poses critical threats to the mangrove ecosystem. The CCRMC also highlighted the presence of century-old mangroves and the need for conservation efforts, recommending engagement with the National Museum of the Philippines to declare these trees as heritage.

Apayao barangay visited by mobile health services of the province.  On May 23, 2025, Project BUTSY, a mobile health initiative by the provincial government, provided medical services to residents of Barangay Cadaclan, Calanasan. The outreach resulted in 130 general medical consultations, 69 eye check-ups with free eyeglasses, 45 basic laboratory services, and 10 dental procedures. Free medications were distributed based on prescriptions, and 120 individuals were referred for financial assistance. Barangay Captain Inovejas Tubban expressed gratitude for the initiative, highlighting its significance for the community. Provincial Health Officer Dr. Mark Joleen Calban affirmed the program's ongoing commitment to delivering healthcare services through inter-agency collaboration. Person seen emerging from drainage hole in rich Makati barangay. A social media post showing a person exiting a Makati City drainage canal went viral. William Roberts, the poster, witnessed the event while walking near V.A. Rufino and Adelantado Streets in Legaspi Village, Barangay San Lorenzo and reported seeing a head emerge from the canal before the individual fled.

In response to the viral post, authorities sealed the canal on Tuesday afternoon. An investigation by the Makati City Police and the IDMS Tracker Team recovered personal belongings, suggesting the canal was used as shelter by a homeless individual. Authorities are working with the Makati Commercial Estate Association, DSWD, and the barangay to locate and assist the person, who reportedly only uses the canal at night. 27 Guimaras barangays bags Seal of Good Local Governance for Barangays. Twenty-seven barangays in Guimaras received the Seal of Good Local Governance for Barangays (SGLGB) after successfully passing a rigorous evaluation by the Department of the Interior and Local Government (DILG). The SGLGB assesses barangays across four governance areas: transparency, disaster preparedness, peace and order, and quality service delivery. Each barangay that passed the provincial screening received a PHP20,000 cash incentive, with an additional PHP100,000 for those that also passed the national screening. Notably, Barangay Tanag excelled by passing the national screening and was awarded PHP200,000 for both 2023 and 2024, while Barangay Agsanayan received PHP100,000 for passing in 2023.

The awards were presented during the 33rd provincehood anniversary of Guimaras, with hopes that the cash incentives will be used for community development projects. DILG Guimaras Director Roselyn Quintana encouraged other barangays to strive for improved performance, emphasizing self-assessment in preparation for the 2025 SGLGB evaluation.

Remote Palawan town receives medical aid.  Over 1,000 residents of Barangay Mangsee in Balabac town received free healthcare services during a two-day medical mission organized by Remote Area Medical-Philippines (RAM-Philippines) in collaboration with the Western Command (Wescom) on May 22–23. A team of 13 medical and non-medical volunteers provided various services, including pediatrics, ophthalmology, internal medicine, OB-Gynecology, physical therapy, dental care, surgery, and circumcision.

Dr. Heidi Sampang, who founded RAM-Philippines in 2017, emphasized the belief that healthcare is a human right and should be accessible regardless of one's background. She highlighted the importance of health education, particularly in remote areas where health literacy tends to be low. Sampang noted that many residents only seek medical attention when ill, leading to inadequate preventive care.

The mission aimed not only to provide medical services but also to educate residents on health issues such as hypertension, proper lifestyle choices, and medication management. Since its inception, RAM-Philippines has conducted 60 clinics in various regions, including Linapacan and San Vicente, and has a history of helping communities across the Visayas and Mindanao.

Department of Agrarian Reform transitions barangay farmers to organic farming. Agrarian reform beneficiaries (ARBs) in Barangay Princess Urduja, Narra, Palawan, are transitioning to organic farming to boost production, reduce costs, and increase yields. The Department of Agrarian Reform (DAR) conducted a two-day training on organic vegetable and corn production for the Mariwara Pag-Asa Multi-Purpose Cooperative, focusing on sustainable agriculture practices. This initiative aims to enhance ARBs' skills in organic farming, protect their health, and promote environmental sustainability.

Additionally, DAR has turned over a P300,000 greenhouse to the Magallanes-Samahang Magsasaka Ng Kay-Apas at Medina cooperative in Cavite to improve food security and farmers' livelihoods. The greenhouse is designed for durability and efficient crop protection, benefiting 86 ARBs. A Memorandum of Agreement was signed to ensure ongoing support and management of the greenhouse, with the cooperative committed to its upkeep and profitability.

Water company to clean septic tanks in Taguig barangays. Manila Water is highlighting the significance of regular septic tank maintenance to safeguard water channels and promote the health of Taguig residents. They are encouraging locals to utilize scheduled septic tank cleaning services available this June. Regular desludging, recommended every five years, is vital for preventing untreated wastewater from contaminating waterways and fostering a sustainable future. 

Barangay Tuktukan and Napindan will receive service this month. Jeric Sevilla, Director of Manila Water Communication Affairs Group, emphasized that proper septic tank maintenance helps protect water sources and minimizes pollution risks in communities.

Scam prevention in the barangays discussed in forum. On April Fools' Day, Rappler focused on educating people about scams and fraud instead of pranking. They held their first #ScamAlert public event on March 28 at the University of the Philippines Los Baños, in collaboration with several partners, including the Department of the Interior and Local Government-Laguna and the Cybercrime Investigation and Coordinating Center. The event featured a morning forum attended by over a hundred people and included three afternoon workshops.

A key takeaway from the event was that scams affect everyone, regardless of social status or education. Attendees shared personal experiences, including a heartbreaking account of a retiree who lost P2 million in a love scam. The forum also highlighted that women are the primary victims of such scams.

In addition to discussing victimization, the forum aimed to empower participants with knowledge and tools to prevent scams. Gemma Mendoza from Rappler provided insights into disinformation trends and tactics in the region, drawing on the organization's research and journalism. READ MORE

Comelec no longer accepting certification as proof of residency in voter registration. To prevent voter registration irregularities, the Commission on Elections (Comelec) will eliminate the barangay certificate requirement for the 2025 Barangay and Sangguniang Kabataan Elections (BSKE) and subsequent elections. This decision, announced by Chairman George Erwin Garcia on Thursday, follows reports of widespread fraudulent barangay certificate issuance. Voter registration for the 2025 BSKE will be held from July 1st to July 11th, 2025. This marks the first time the Comelec has dropped this requirement.

Water facility of remote South Cotabato barangay now energized by One Meralco Foundation

One Meralco Foundation (OMF), the social development arm of the Manuel V. Pangilinan-led Manila Electric Company (Meralco), has energized the water system of an underserved community in South Cotabato that has long faced challenges with access to clean and reliable water.

The initiative, which is part of OMF’s Water Electrification Program that entails provision of solar photovoltaic (PV) system to improve water security in local communities, benefited residents of Barangay Guinsang-an which is comprised of farmers who had been sourcing their water through deep wells.

While the barangay officials institutionalized Barangay Water System Association (BAWASA) to provide tap water to residents, it was still a struggle for the households – which are mostly low income – to afford their share in paying electricity bills. In addition, water supply still gets cut when power outages occur, which is an added challenge for the community according to barangay kagawad and BAWASA Administrator Cris Valencia. READ MORE

Dolphins trapped, released in Negros Oriental barangay. Two dolphins were found dead, trapped in a mangrove area in Sitio Pambutan, Barangay Canlargo, Bais City, Negros Oriental, following a reported mass stranding on Sunday.

A third dead dolphin remained unrecovered while three others were rescued and treated for injuries, according to Col. Roland Desiree Lavisto, Bais City police chief.

Lavisto told the Philippine News Agency that retrieval efforts for the third dolphin were halted due to rising tides but will resume once weather conditions become favorable. READ MORE

Butuan City barangay tanods receive incentives from DILG. The Department of the Interior and Local Government (DILG)-Butuan City, in partnership with the City Government of Butuan, successfully distributed the incentives for the Peace and Order Funds to its barangay tanods.

A total of P7.29-million from the Peace and Order Fund was allocated, benefiting 1,275 barangay tanods from 86 barangays.

 The release and distribution was organized into four clusters, earlier December 26 to 30, respectively, prioritizing order and efficiency. READ MORE

Bacolod City barangays told to adopt digitalization. The city government directed all 61 barangays here to adopt digitalization by implementing online processing of transactions particularly business permit applications.

This comes after the positive feedbacks from the business community received by the city’s ongoing business one-stop-shop (BOSS) at the Bacolod City Government Center (BCGC).

House approves six-year term of office for barangay officials. The House of Representatives on Tuesday night approved on second reading Speaker Martin Romualdez’s bill that sets a six-year term of office for barangay and Sangguniang Kabataan (SK) officials from the present three years. 

Through voice voting, lawmakers approved House Bill No. 11287, which the Speaker filed to ensure the continuity of projects at the barangay and SK levels and protect officials from politicking.

 A transitory provision in the bill allows all incumbent barangay and youth officials elected last October 30, 2023 to remain in office until the next elections in May 2029, unless they are legally removed or suspended. READ MORE

Talisay City barangay hosts 2025 'Pooc Bankaton' boat race. A total of P180,000 in cash prize is up for grabs in the 2025 edition of the “Pooc Bankaton” slated on February 21 in Barangay Pooc, Talisay City.

Supported by the city government of Talisay headed by mayor Samsam Gullas, the ‘Bankaton’ is an exciting boat race featuring high-speed outrigger canoes locally known as pump boats fitted with powerful engines that can produce 22 horsepower and reach a top speed of 90 kilometers per hour.

122 Kalinga barangays to receive P1.2-Million each from DSWD Kalinga program. The Department of Social Welfare and Development (DSWD)-CAR, through its field office in Kalinga, conducted an orientation for the third cycle implementation of the Kapit Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services- Community Driven Development (KC-CDD).

The orientation aimed to re-orient the local government, including the barangay officials and the civil society organizations, on the program’s principles and approaches. An emphasis will be given to the improvements in the implementation process and the roles and responsibilities of each stakeholder.

As one of the KC-CDD areas, 22 barangays of Tabuk City will be implementing the cycle 3 community subprojects with a total amount of PhP27 million. Each of the 22 barangays will receive a PhP1.2M-fund for the subprojects that include farm-to-market roads, daycare centers, and electricity and water systems, among others. READ MORE

Voter surge in Cagayan de Oro barangay exploded - now the highest in the country. The voter roll in Carmen, Cagayan de Oro City’s largest barangay, barely moved between the 2022 national and local elections and the 2023 barangay and youth polls, rising by just 3%. A minor shift.

But months later, the numbers told a different story.

Cebu City plans to give waste management incentives to barangays. To lessen the volume of garbage disposal to the landfill, the Solid Waste Management Board (SWMB) of Cebu City is pushing to incentivize barangays with the highest diversion rates from the landfill. It also plans to revive the “No segregation, no collection” policy as part of the City’s waste diversion program.

SWMB chairperson Emma Ramas told SunStar Cebu on Sunday, Feb. 2, 2025, that since 50 percent of the city’s total waste is biodegradable, the City Government could have saved around P323 million if a waste diversion program were implemented in every barangay.

Ramas explained that in 2023, a total of 196,000 tons of garbage was disposed of in the landfill, averaging 536 tons per day. In 2024, as Ramas recalled, there was an increase to 585 tons per day seen in July. READ MORE
