The role of barangays in preventing urban flooding
MORE than improving Cagayan de Oro City's drainage system, the Department of Public Works and Highways (DPWH) in Northern Mindanao said solid waste and watershed management, among others, in a local government unit should also be a priority to prevent urban flooding.
DPWH project engineer Leowald Pecore said non-structural programs, such as solid waste management, watershed management, land use regulations, and technology adoption should also be strengthened for a total solution to the urban flooding.
The DPWH-Northern Mindanao recommended that the barangay should activate its solid waste management boards to help reduce waste, and shall lead proper placement of garbage, timely and clear garbage collection schedule, and shall provide reward system and impose penalties for violators.
Pecore said the local government unit should identify critical areas in the mountains that require rehabilitation, as part of the watershed management.
Farming practices that inhibit erosion and sedimentation should also be promoted, he added.
Land use plans also play an important role to prevent flooding as it identifies buildable and non-buildable areas, thus preventing illegal settlers that could delay government projects in the future, Pecore said.
Households, establishments, parks, and roads must also adopt technology to regulate flow of water. This includes, cistern tanks or an underground water tank, water retention system, infiltration beds, and pumping system.
