Cebu City barangay holds religious procession despite ECQ lockdown

Throngs of devotees converged on the streets on late Saturday afternoon to join the procession and Sinulog street presentation in honor of the Holy Child Jesus.

The problem, however, is that the city is under an enhanced community quarantine (ECQ) and the activity happened in a village that was included among the 12 barangays where cases of COVID-19 were high.

Police officials here have launched an investigation to find out who authorized the fiesta activities in Sitio Alumnos, Barangay Basak San Nicolas on Saturday despite the strict lockdown imposed by authorities to contain the spread of the new coronavirus.

Brigadier General Albert Ignatius Ferro, director of the Police Regional Office in Central Visayas (PRO-7), said he instructed the Cebu City Police Office (CCPO) to closely look into the incident that caught the village officials and policemen by surprise.

“We want to know how this incident happened,” the police general said.

Barangay San Nicolas is 2nd on the list of 12 villages in Cebu City and has been on strict lockdown due to high cases of COVID-19. The barangay has 130 COVID-19 cases – 109 of these were considered active, as of June 26, according to the CCPO.

Yet, hundreds of people gathered on the streets on June 27 in Sitio Alumnos on Saturday, to celebrate the fiesta that included a procession and street dancing in honor of Señor Sto. Niño.

Barangay Basak San Nicolas officials ordered a probe to find out who was behind the activities and how it happened when residents were supposed to stay inside their village.

In a statement posted on their Facebook page, village officials said they, including Barangay Basak San Nicolas Captain Norman Navarro, did not authorize any public activity, including a procession and Sinulog dance presentation.

“We will summon the organizers since what they did violate the ECQ. They risked the lives of their neighbors who complied with the regulations and those who have made sacrifices not to leave their homes for months now,” they said in Cebuano.

“We know that the activity was for the Sto. Niño but we try to avoid any mass gathering especially that the COVID-19 cases are rising. We should just pray inside our homes. We are in the midst of a pandemic and we are appealing for your understanding, help, and cooperation because all of us are part of the solution,” they added.

Cebu City south district Councilor Eduardo Rama Jr. denounced the gathering and called on authorities to take appropriate legal actions against those who organized the fiesta activities.

“This (activity) is completely unacceptable. Cases should be filed against the organizers of the dance performance that caused the gathering of residents in the area. To the organizers, because of what you did, a lot of lives were put at risk,” he said in a post on Facebook.

Last June 15, President Duterte decided to put Cebu City under ECQ again due to the rising number of COVID-19 cases as well as the city’s problem to provide critical healthcare assistance to patients.

In a televised address to the nation, the President called out Cebuanos for not heeding the health protocols aimed at preventing the spread of COVID-19, saying people here were “hard-headed” and “too complacent.”

As of June 27, the Department of Health recorded 5,598 COVID-19 cases in Cebu City where 3,116 were “active,” 2,326 recoveries, and 156 deaths.

At least 1,539 persons were admitted in the different hospitals while 1,577 were isolated in the different quarantine facilities. (Contents and photos reposted from Inquirer)

Ilocos DTI pilots Negosyo Serbisyo sa Barangay to aid MSMEs

To promote and support the micro, small and medium enterprises (MSMEs) amid the coronavirus disease 2019 (COVID-19) pandemic, the Department of Trade and Industry (DTI) introduces the revised version of their Negosyo Serbisyo sa Barangay (NSB) program in the Ilocos.

This is a component of the Livelihood Seeding Program that seeks to provide livelihood tools and supplies worth Php5,000 to Php8,000, entrepreneurial trainings, and other business advisory and services to potential entrepreneurs and MSMEs.

“Ito ay para makatulong tayo na maibsan ang impact ng COVID-19 pandemic,” Daria Mingaracal, assistant regional head of DTI Region 1 said as she guested on PIA Region 1’s Kapihan sa Ilocos on Wednesday.

She added, “Sa programang ito ay titignan natin kung sinu-sino yung mga may potential na mag-negosyo na puwedeng nating tulungan magsimula at pati rin ‘yung mga dati ng may maliit na negosyong apektado ng pandemya.”


To avail of the program, interested residents must submit a plan proposal of the small business they wanted to put up. Businesses must conform with the available raw materials in their community.

“Tutulungan tayo ng ating mga lokal na pamahalaan at barangay officials para malaman kung akma ba sa kanila ang napili nilang itatayong negosyo,” Mingaracal said.

Upon approval, skills training and business seminars will be conducted to educate them on how to properly manage their resources and utilize their skills.

To ensure that all the assistance needed by both aspiring and recovering entrepreneurs will be provided, DTI will regularly monitor their activities and operations.

Moreover, Mingaracal said the region has a total of Php11.5M allocated budget for this year and as of June 24, some Php3.9M of business proposals have been initially approved which caters to some 487 beneficiaries.

This program was originally intended solely for aspiring entrepreneurs in the fourth to sixth class municipalities. But to address the current economic crisis brought by the COVID-19 pandemic, it has been reevaluated and made available for towns of any class. Seven Bohol barangays launching sites of coin-assisted water system

The provincial government of Bohol has launched a coin-assisted water system project, the first in the province, to solve the problem on potable water in far-flung villages.

Governor Arthur Yap on Thursday led the ribbon-cutting ceremony for the Salintubig water system rehabilitation project under the "Accessible, Reliable and Timely (ART) Water for All" program in Barangay Guinobatan, Trinidad town.

In the coin-assisted system, one will just have to insert a PHP5 coin in the machine and water will flow, enough to fill up two 20-liter containers.

The project in Trinidad is only the beginning and the rest of the barangays in the province will be next in line.

In the said town, seven barangays have been listed for the ART Water for All program. These are Guinobatan, La Union, Kinan-oan, Tagum Norte, Sto. Tomas, Hinlayagan Ilaud and Banlasan.

“If we are going to evaluate the total water resources of Bohol, the surface water resource (those that need no drilling), the open water sources such as streams and rivers, Bohol has overcapacity in terms of water,” Yap said.

He said that during his visits to the villages before he became governor, he observed that the common problem in far-flung areas was water supply. Because of this, he made water one of his administration's priority projects.

Yap said water is significant not only for the people's daily routine but also in the fight against coronavirus disease 2019 (Covid-19), both in the efforts to contain it, and for food security. He said water is necessary to maintain hygiene and sanitation, and for the cultivation of rice, crops, fruits and vegetables.

The water projects will also be a revenue-generating venture for the barangays and the municipalities, he said.

Also present at the launching were Trinidad Mayor Judith Cajes, Vice-Mayor Manuel Garcia, former Second District Rep. Roberto Cajes, Bohol Environment Management Office (BEMO) head Tata Ganub, Guinobatan Barangay Captain Esteban Ibaoc, and 19 other village chiefs of Trinidad. Barangay officials asked to assist enrollment in Antique

Barangay officials in Antique are requested to assist in the enrollment of pupils in public schools as the June 30 deadline for the modified regular enrollment of the Department of Education (DepEd) nears.

“I am requesting the barangay officials to help explain to parents that they should not fear about their children being exposed to the coronavirus disease 2019 (Covid-19) when they enroll them with the DepEd this school year,” said Antique Governor Rhodora Cadiao in an interview Wednesday.

She also requested personnel of the Pantawid Pamilyang Pilipino Program (4Ps) to assist school-age children of beneficiaries to enroll.

Jeffrey Gabucay, 4Ps provincial link in Antique, said that as of Wednesday, 29,744 school-age children have been enrolled while 19,754 are yet to register.

Difficulty in accessing online registration, lack of information on the enrollment process, and health security are among the reasons why 4Ps members have yet to enroll their children, he added.

Cadiao said the provincial school board has allocated PHP5 million for the purchase of the transistor radios to be distributed to poor families with school-age children.

“DepEd will be having the lessons aired over the radio without yet the face-to-face classroom instruction,” she said.

Cadiao said that barangay officials should also assist DepEd to make sure that enrollment forms are available for parents to fill in.

In a recent press conference, DepEd Division of Antique Superintendent Dr. Felisa B. Beriong expressed her gratitude to barangay officials who help distribute in the house-to-house distribution of the enrollment forms.

“We have enrollment forms made available in the barangay halls,” she said.

She added that while forms are available in barangay halls, there were barangay officials who took the initiative to distribute them to households in their village.

“I am appealing to the other barangay officials if they could also distribute the forms house-to-house,” she said. (Content and photo reposted from Philippine News Agency)
