 SPECIAL REPORT: Digital challenges facing barangays today. Despite appearances of outdated barangay halls with plastic chairs and manual logbooks, a quiet digital shift is underway in the Philippines. Local government units (LGUs) and barangays are embracing digital transformation, driven by national efforts from agencies like the DILG and DICT. Cloud platforms, digital mapping, and mobile dashboards are already improving services in cities like Quezon, Iloilo, and Marikina—cutting red tape, boosting transparency, and enhancing emergency response. However, major challenges remain: limited technical staff, outdated infrastructure, and cultural resistance to change. Many officials still equate digitalization with social media or fear it will reveal inefficiencies. While funding exists, implementation lags due to lack of training and institutional support. Still, citizen expectations are evolving—they now demand faster, mobile-friendly services. For true progress, digital tools must be tailored to barangay realities, with ongoing training and practical support. P10 million allocated for every barangay in the 2026 Barangay Development Program.  The NTF-ELCAC is advocating for Congressional approval of the full ₱8.1 billion proposed for the Barangay Development Program (BDP) in the 2026 NEP. This program allocates ₱10 million to each of 808 barangays cleared of communist influence, funding essential services like roads, schools and healthcare. NTF-ELCAC stresses that this investment is crucial for integrating former conflict zones and fostering lasting peace. They highlight that previous budget cuts have hindered the program's impact and urge Congress to protect this investment to ensure genuine opportunity and progress in these communities.

SSS e-barangay centers roll-out in Bulacan barangays. The SSS has established "e-barangay" centers in at least 38 barangays across Bulacan, aiming to improve service accessibility for residents, especially senior citizens and the indigent. The Offsite E-Centers Online Services Training (BOOST) Program equips barangay personnel with the knowledge to assist members with online SSS services, including loan and benefit applications, disbursement account enrollment, and employment record access. SSS plans to expand the program to more barangays in Bulacan. Partner barangays receive a service fee per transaction, boosting local revenue.

NCRPO Chief sees barangays as frontliners in the anti-illegal drug campaign. The NCRPO, led by Maj. Gen. Anthony Aberin, is prioritizing barangays in its anti-illegal drug campaign, following PNP chief Gen. Nicolas Torre III's directive. The NCRPO views Barangay Anti-Drug Abuse Councils (BADACs) as crucial in preventing drug spread and aiding rehabilitation. From August 1-15, the NCRPO conducted 429 operations, arresting 603 suspects and seizing drugs worth ₱18.5 million. Aberin stresses a strategy combining enforcement with community rehabilitation. The NCRPO aims to transform barangays into safe havens, measuring success by safer streets, restored trust, and lives recovered from addiction. 

Baguio City barangay officials urged to stay committed to serving their communities. ABC president Councilor Rocky Aliping and SK Federation president Councilor John Rey Mananeng urged barangay and SK officials to stay committed to serving their communities despite the extension of their terms under Republic Act No. 12232, which moved the Barangay and SK Elections to November 2026. Aliping emphasized that performance, not tenure, determines re-election, while Mananeng voiced concern over inactive SK councils in many villages, affecting youth initiatives and fund utilization. He stressed the need to address youth issues like mental health and online gambling. Both leaders highlighted the essential role of barangays in disaster response and implementing government programs.

Barangays now pick-up points for motorcycle plates in Lapu-Lapu City.  Motorcycle plates in Lapu-Lapu City will be available for claiming in respective barangays starting Monday, August 18, 2025, as announced by Mayor Cindi King-Chan in coordination with LTO-7. Barangay captains will release specific schedules. The three-day process includes collecting requirements on the first day, document verification on the second, and plate and certification release on the third. Residents are advised to follow the official LTO-7 Facebook page for updates. Meanwhile, plates for motorcycles registered from 2018 onwards will be released at the LTO-New Registration Unit in Barangay Subangdaku, Mandaue City.

Bacolod mayor sees the strategic role of barangays in solving the city’s garbage problems. Bacolod City Mayor Greg Gasataya urged barangay officials to help address the city’s garbage problem, which worsens flooding due to clogged waterways. In a meeting with barangay and SK leaders on August 21, 2025, he cited the removal of 60 tons of waste from key areas and stressed the need for cooperation. He introduced a revised waste collection route and pledged support for barangay waste-reduction initiatives and enforcement of the Anti-Littering Ordinance. Officials raised concerns about delayed fund liquidation. DILG-Bacolod also reminded barangays of their duties under the Kalinisan Program and road-clearing responsibilities to improve solid waste management.

16 barangays in Central Visayas declared drug-cleared. Sixteen barangays in Central Visayas were declared drug-cleared on August 18 after passing evaluation by the Regional Oversight Committee on Barangay Drug Clearing (ROCBDC). These include six barangays from Cebu Province, eight from Bohol, and two from Cebu City. The deliberation, held at Quest Hotel in Cebu City, was led by PDEA-7 and joined by DILG-7, DOH-7, and PRO-7. Barangay officials presented their anti-drug efforts, which included accounting for drug personalities, running intervention programs, and maintaining active Barangay Anti-Drug Abuse Councils (BADACs). The region now has 1,603 drug-cleared barangays, with both drug-cleared and drug-free statuses requiring yearly validation.

Three Iloilo City barangays launching sites of DOH health programs. The Iloilo City government launched the Department of Health's "PuroKalusugan" program in three Arevalo district barangays to bring health services to the grassroots level. This community-based initiative focuses on preventive care and addresses eight priority areas, including nutrition, maternal and child health, and sanitation. Around 200 residents benefited from services like immunization, teenage pregnancy counseling, and nutrition advice. The program, designed to complement existing health measures, aims to provide convenient access to medical consultations and encourage community participation. During the ceremony, stakeholders also signed a commitment to champion the inclusive, accessible and community-based initiative.

Proper training of barangay waste segregators pushed by Negros Occidental mayor.  Mayor Añejo Nicor of La Castellana, Negros Occidental initiated a training on efficient and safe waste handling for barangay waste segregators at La Blanca Resort in Barangay Masulog. The program aims to protect the health of the workers and their families by promoting safe practices in waste segregation. Mayor Nicor emphasized the importance of safeguarding both the segregators and the people they interact with daily. He was joined by SB member Nel John Labesores, MENRO officer Jert Tamon, Engr. JocyMar Vitorino, Punong Barangays, and representatives from DENR-EMB in supporting this environmental and public health initiative.

Indigenous students in remote Agusan Del Norte barangay received educational equipment. Agusan Del Norte Indigenous students in remote areas of Las Nieves, Agusan del Norte received vital educational equipment from local and provincial governments, aligning with President Marcos Jr.'s push for inclusive, future-ready education. In his 2024 and 2025 SONAs, Marcos stressed closing the digital divide in geographically isolated areas, aiming to connect all public schools by 2025. Responding to this call, learning tools—including laptops, desktops, printers, sound systems, and other resources—were distributed to Bokbokon Elementary School, Salaming Annex, and Bokbokon Daycare Center. Governor Ma. Angelica Rosedell Amante and Mayor Karen Rosales led the initiative, emphasizing support for Indigenous learners. Community members and educators expressed gratitude, recognizing the equipment as a major step toward equal education access. President Marcos says he will sign the bill on barangay elections postponement. President Ferdinand Marcos Jr. announced his intention to sign the bill postponing the Barangay and Sangguniang Kabataan Elections (BSKE), citing logistical concerns and the need to prioritize the upcoming Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) elections. Following the recent midterm polls, Marcos emphasized that holding BSKE alongside the first-ever BARMM parliamentary elections would overburden the Commission on Elections (Comelec). He highlighted the historic significance of the BARMM vote, calling it crucial to the peace process and noting that a failure to hold it would be a major setback. Marcos also referenced the Supreme Court ruling against shortening barangay officials’ terms, arguing that postponement effectively extends their service and ensures focus remains on the more critical BARMM.

Vigan City government honors barangay nutrition scholars. To honor barangay nutrition scholars (BNS) during the Nutrition Month Celebration in July, the Vigan City government organized a mental health lecture and team-building activity on July 31. The initiative, led by the City Health Office and the City Nutrition Action Office, aimed to enhance BNS's understanding of mental health and provide stress management strategies for community sharing. City nutrition action officer Rizaldy Abero emphasized the importance of wellness for BNS, noting that all 39 barangays implemented their own nutrition programs this year, contributing to decreased malnutrition indicators. On July 30, the city also distributed height boards, BNS kits, and vegetable seedlings to promote food security. Vigan City, a recipient of the Nutrition Honor Award, continues to implement various nutrition programs and community activities to enhance wellness

DENR to provide water filtration systems to isolated barangays. The Department of Environment and Natural Resources (DENR) plans to deploy an additional 28 water filtration systems to isolated barangays in the Philippines by the end of 2025, addressing water scarcity and climate challenges. DENR Secretary Raphael P.M. Lotilla announced this initiative, aligning with President Marcos Jr.'s water provision programs. Following the launch of six systems in 2024, the new deployment includes 18 freshwater and 10 saline filtration systems. Existing freshwater sources will be treated for safety, while desalination plants will convert seawater into potable water. Additionally, a project on Homonhon Island, in partnership with mining companies, aims to establish a sustainable water supply system. These efforts reflect DENR's commitment to enhance water access and climate resilience in vulnerable communities.

La Union PNP police station issued new pairs of shoes to barangay tanods. Eight barangay tanods from two barangays in Caba, La Union recently received new shoes from the Caba Police Station, marking the first phase of a project aimed at providing footwear to a total of 209 tanods. This initiative, Project YAPPAKK (meaning "Gratitude and Love of the PNP Caba for Our Partners in Peacekeeping"), was originally launched by the Pugo Police in 2021. Caba Police Chief Police Major Clinton Amawan emphasized the vital role of barangay tanods in local peacekeeping efforts. The project is funded through voluntary contributions from police personnel, highlighting their dedication to community service. Alongside the shoe donations, police conducted a community outreach event, providing free haircuts, meals, and school supplies, fostering a culture of cooperation and appreciation within the community.

Taguig City conducts barangay information drive. The Taguig OFW Affairs Office will be touring different barangays of Taguig to share knowledge about the benefits and services of the Taguig City Government for families of overseas Filipino workers (OFW). The OFW Mobile Help Desk and Registration will be conducted at the following places and dates:

* Barangay New Lower Bicutan Barangay Hall, August 11, 2025, from 10am to 2pm

* South Daang Hari Barangay Hall, August 12, 2025, from 10am to 2pm

* Barangay Tanyag Multi-Purpose Building 2nd floor, August 13, 2025, from 10am to 2pm.

Former and current OFWs and their families who are residents of Taguig City are invited to participate.

Solar power ensures safe childbirth in Palawan remote island barangay.  In Caponayan,  midwife Jenie May Nadayao experienced improved working conditions after the health center received solar power, enhancing the delivery of safe childbirth. With better lighting, she can easily see and disinfect instruments, easing the burden on pregnant women who previously had to travel two hours by boat to reach the district hospital. This journey often required weeks of costly temporary housing. The solar facility, energized by One Meralco Foundation in June 2023, has equipped local health workers to handle childbirth emergencies more effectively. OMF’s efforts have brought electricity to rural health stations, benefiting over 21,000 residents and boosting healthcare quality.

Northern Samar barangay holds “Kamustahan sa Barangay” program. The municipal government of Catarman launched the “Kamustahan sa Barangay” program on July 18, aiming to deliver essential government services directly to local communities. Barangay Bonbon was the first to benefit, with support from the provincial government of Camiguin and national agencies. Services included free medical consultations, medicines, legal aid, agricultural support, building permits, and registration for eGovPH and the National ID system. Social welfare offerings included a feeding program, free haircuts, and grooming services. Governor Xavier Jesus Romualdo and Mayor Kiterio Antonio Palarca II expressed strong support, promising continued services in other barangays. The Provincial Health Office also plans to join future rollouts. Residents, like Mona Lisa, welcomed the initiative, calling it a significant help. More barangay visits are scheduled in the coming weeks.

Reading corners in every barangay pushed by the City Council of Bacolod. The Bacolod City Council has approved on first reading an ordinance to establish reading corners in every barangay, authored by Councilor Celia Matea Flor. Citing data from the 2024 PSA survey, Flor noted that while basic literacy in Filipinos aged 10–64 is at 93.1%, functional literacy lags behind at 70.8%, revealing a 22.3% comprehension gap. Concerned about learners, particularly Grade 3 students who cannot read, Flor aims to create a culture of reading by empowering community educators and setting up mini-libraries. This initiative seeks to address the literacy gap through grassroots involvement. Flor has held consultations with barangay leaders and city officials, expressing hope for funding to support reading corners and regular literacy sessions as part of broader education reforms.

Rise in juvenile delinquency observed in Iloilo City coastal barangays. Ioilo City Councilor Frances Grace Parcon-Torres highlighted a rise in juvenile delinquency in coastal barangays, particularly in Molo and Arevalo, following a multi-agency meeting on August 5. Recent violent incidents involving minors, including a stabbing at Jaro Plaza and a brawl at the Iloilo Convention Center, prompted the meeting. Parents of the minors were called in for guidance, and the Mental Health Office will offer counseling and stress debriefing. Parcon-Torres identified factors like youthful relationships and territorial disputes as triggers for violence and proposed a comprehensive juvenile intervention plan. This plan aims for intervention and rehabilitation rather than punishment, including counseling, spiritual formation, and community service, with the City Social Welfare and Development Office leading implementation. Approval is sought in the last quarter of this year.

Families in remote Abra barangays get assistance. Families Isolated barangays of Boliney, Abra, received crucial government assistance through airlift operations following severe weather disturbances caused by tropical cyclones Dante, Crising, Emong, and the Southwest Monsoon. Due to impassable roads and landslides, a Black Hawk Helicopter delivered food packs to Barangay Dao-angan (90 packs), Danac West (132 packs), Danac East (108 packs), and Amti (96 packs). Community member Jade Tawao expressed gratitude for the relief efforts, emphasizing the government's care. Vice-Governor Anne Bersamin acknowledged the collaborative response from various agencies, including the Office of Civil Defense and the Philippine Air Force. In total, 851 family food packs were distributed across multiple barangays, as Abra reported 12,993 affected families amid ongoing preparations for further assistance. DSWD to empower remote barangays to craft their own disaster response strategies.  In 2024, the KALAHI-CIDSS program, a flagship initiative by the DSWD, successfully completed 316 community sub-projects in the MIMAROPA region, benefiting 159,043 households, including 35,346 Pantawid Pamilya families and 29,284 Indigenous households. The program mobilized over Php 327 million for critical infrastructure projects such as roads, bridges, and health facilities, significantly enhancing community living standards. Achieving all 14 Key Performance Indicators, KALAHI-CIDSS exemplifies effective community-driven development through strong collaboration among stakeholders, leaving a legacy of empowered and resilient communities across the region. 

DILG spearheads ongoing implementation of the Barangay Development Program (SBDP). The DILG is leading the Support to Barangay Development Program (SBDP) to promote peace and inclusive development, in alignment with President Ferdinand R. Marcos Jr.'s vision. From 2022 to 2025, over P20 billion will fund 5,590 projects across 4,000 barangays, including roads, water systems, schools, and health stations. This increased budget, rising from ₱4 million in 2022 to ₱7.5 million in 2024, supports essential infrastructure and services, particularly in conflict-affected areas. The DILG encourages collaboration among local units and communities to fully leverage SBDP benefits, fostering stronger, safer barangays for all Filipinos.

COMELEC nearing its target of 1,000,000 new voters on barangay elections. The Commission on Elections (Comelec) is nearing its goal of registering one million new voters, with over 888,000 applicants recorded in the first four days of the 10-day registration period for the Barangay and Sangguniang Kabataan Elections (BSKE). Comelec Chairman George Erwin Garcia stated that 262,593 registrations were received on the fourth day alone, marking a significant peak. He emphasized the importance of youth participation, hoping half of the new registrants will be young Filipinos. Central Luzon leads in registrations with 208,398, followed by Calabarzon and the National Capital Region. The registration period runs from August 1 to August 10, 2025. Comelec also clarified that specific identification documents, including barangay certifications, will not be accepted for voter registration

Bacolod barangays urged to re-impose curfew to minors. The Sangguniang Panlungsod (SP) committee on women, gender, and family, led by Councilor Celia Flor, is urging barangays to enforce the curfew ordinance for minors, which restricts their presence outdoors from 10 p.m. to 4 a.m. Currently, only Barangay Alangilan is actively complying with City Ordinance No. 331, aimed at protecting children during nighttime. This initiative follows reports of minors roaming late at night, exposing them to potential dangers. Councilor Flor plans to propose a resolution for stricter enforcement across all barangays. The ordinance stipulates penalties for violations, including warnings and community service requirements that escalate with repeated offenses, to deter minors from nighttime activities that could lead to harmful influences or situations.

Barangay waste management compliance monitored online in Iloilo City.  The local government, through the General Services Office (GSO) and Central Philippine University (CPU), is implementing an online, real-time waste monitoring initiative in barangays, focusing on diversion and segregation. GSO head Engineer Neil Ravena stated that the goal is to cultivate a mindset for waste management from the source. CPU has installed the necessary program, with Barangays Bakhaw, Buntatala, and East Baluarte already connected. The initiative will eventually encompass all 180 barangays, starting with an initial 18. Each barangay will receive a tablet for reporting, which will be submitted to the Department of Environment and Natural Resources (DENR). The Solid Waste Management Plan aims for a 30% waste diversion target, increasing to 50% over ten years, with personnel on the ground to assist barangays as needed.

Indigenous People's Representative to Dumaguete City Barangay Council sworn in.  On July 22,Governor Manuel “Chaco” Sagarbarria administered the oath of office to two Indigenous Peoples (IP) representatives in Basay, Dumaguete City, aligning with the Indigenous Peoples Rights Act (IPRA). Rene Fernando Trono will serve on the Sangguniang Bayan, while Renante Fernando Trono joins the barangay council ofBrgy. Cabatuan. NCIP Provincial Head Virginia Espante emphasized their role in advocating for IP welfare and development, ensuring representation and salaries equivalent to regular council members. With over 10,000 IPs in the area, this initiative strengthens local governance and community engagement inBasay's agricultural economy. 

Barangay nutrition scholars given recognition. The City Government of Davao honored outstanding district nutrition program coordinators and barangay nutrition scholars during the 51st Nutrition Month celebration at SM Ecoland. Ms. Christna Mordeno and Ms. Eloisa Simbajon were recognized as top coordinators, while Ms. Jesmir Ines Santos ranked second. Ms. Josephine L. Castillion was named the Outstanding Barangay Nutrition Scholar. Elizabeth Banzon highlighted the evaluation of 18 districts to motivate nutrition officers. Acting City Health Officer Dr. Tomas Miguel S. Ababon emphasized the importance of nutrition for all ages and encouraged the establishment of barangay nutrition councils to enhance local food production and health initiatives.

Iligan City upland barangays to receive free Wi-Fi. More upland barangays in Iligan City will receive free internet access through the Department of Information and Communications Technology's (DICT) Free Wi-Fi for All program, in collaboration with the Iligan Chamber of Commerce and Industry Foundation, Inc. The latest rollout includes Barangays Hindang, Kalilangan, Mainit, and Bunawan, which have struggled with communication issues due to limited infrastructure. This expansion follows initial connectivity efforts in 2023 for Barangays Lanipao, Mandulog, and Digkilaan, aiming to enhance access to education and government services in disadvantaged areas. Local officials expressed gratitude, highlighting the initiative's impact on students and community members. The project will also implement the StarBooks initiative, providing educational resources and computer sets to selected public schools, supported by solar panels for uninterrupted power supply.

Davao City Hall flag-raising ceremony moved to the barangays. Acting Davao City Vice Mayor Rodrigo “Rigo” Duterte II initiated a grassroots initiative on July 28, relocating the traditional Monday flag-raising ceremony from City Hall to barangays, starting with Barangay Talomo. He emphasized the importance of city leaders engaging directly with the communities they serve for accessible governance. Duterte encouraged residents to voice their concerns and development ideas during the informal consultation, which aimed to eliminate barriers to communication. A mobile help desk was established outside the barangay hall to assist residents with immediate support. Talomo residents welcomed the initiative, appreciating the government’s outreach efforts. Duterte affirmed that more barangay visits are planned, reinforcing the idea that governance must actively engage with the people of Davao City.

Barangay volunteers at the frontline of disaster response. In the wake of the Southwest Monsoon and Typhoon Crising, Dante, and Emong, barangay volunteers have played a crucial role in disaster response across the Philippines. These dedicated individuals, including barangay tanods, health workers, and community responders, swiftly mobilized to rescue families, distribute relief, monitor flood levels, and assist in evacuations, often reaching hard-to-access areas before formal units. In San Rafael, Bulacan, volunteers monitored vulnerable groups' health, while in San Mateo, hot meals were delivered to evacuees. The DILG supports these efforts and emphasizes the need for continued investment in training and resources for barangay volunteers, highlighting their vital role in achieving the President’s vision of a prepared and compassionate nation (Photo Credit: DILG) 

Pasig City barangays urged by WHO to engage in building healthy communities. Pasig City is enhancing its health governance framework through community engagement, forming the Urbanlead Committee under Mayor Vico Sotto's administration to partner with various sectors, including academia and civil society. This initiative, part of the WHO's urban governance for health program, aims to align city planning with barangay health priorities. A consultation workshop in September 2023 gathered over 100 barangay leaders to create a shared vision for healthier communities, resulting in a cohesive action plan. Despite challenges in barangay planning processes, efforts to include diverse community voices, such as CSOs and marginalized groups, are ongoing. This approach fosters inclusive decision-making, ensuring health considerations are integrated into local development plans, promoting holistic well-being in Pasig City. 

Apayao barangay health and nutrition federations meet to address challenges.  On July 11, 2025, the Provincial Health Office (PHO) and Provincial Department of Health Office (PDOHO) convened the Barangay Health Workers (BHWs) and Barangay Nutrition Scholars (BNSs) Provincial Federation Meeting in San Isidro Sur, Luna, Apayao. Nineteen representatives from seven municipalities discussed community health and nutrition issues, aligning activities with Governor Elias C. Bulut Jr.’s development agenda. A gap analysis revealed challenges such as inadequate measuring tools, lack of permanent BNS positions, low visibility of health workers, and insufficient community support. Proposed solutions included regular training sessions, nutrition planning workshops, and updates to reference manuals. Participants emphasized the need for sustained healthcare efforts and the recognition of BHWs and BNSs' contributions to local health.

Barangay readiness is crucial to disaster response, says Iloilo City Mayor Treñas. Iloilo City Mayor Raisa Treñas emphasized the need for enhanced training at the barangay level to improve disaster response, especially after the recent southwest monsoon and tropical storms affected nearly 15,000 families and flooded 100 barangays. She plans to implement training programs for barangay officials on emergency response and contingency planning. Treñas highlighted the importance of strong coordination between local and national agencies for effective flood mitigation. While barangay officials are dedicated, they faced challenges in monitoring and assisting affected residents during the flooding, prompting an assessment for a potential state of calamity declaration. 

Island barangays in Eastern Samar benefit from ‘Serbisyo Caravan’. On July 17, residents of two island barangays in Salcedo, Eastern Samar, benefited from various national and local government programs during the "Serbisyo Caravan," the first under the leadership of Governor Ralph Vincent “RV” Evardone. The governor emphasized the importance of bringing government services closer to the people, acknowledging the difficulties of travel. He encouraged residents to take advantage of the services provided. The caravan included medical kits, dental services, and circumcision for children, as well as free seeds and personal care services. Beneficiaries like farmer Renato Macasa and pregnant resident Maria Gracia Macawile expressed gratitude for the accessible services, which eliminated the need to travel for basic healthcare. The initiative, originally launched by former Governor Ben P. Evardone, aims to serve remote communities effectively. 

Tagum City barangay information officers meet to improve information dissemination. Designated Barangay Information Officers (BIOs) in Tagum City convened for their inaugural meeting on July 17 at the Jesus V. Ayala Hall, focusing on combating information disorder and enhancing information dissemination. The event, attended by 20 BIOs and key officials including City Local Government Operations Officer Jeanette Palmera and Tagum City Councilor Cathy Eliot, aimed to empower grassroots communicators. BARMM parliament supports bigger benefits for barangay officials. Members of the Bangsamoro Parliament are backing the proposed Barangay Officials Death and Disability Benefit Act of 2025, which aims to provide at least P500,000 in benefits to barangay and Sangguniang Kabataan officials in the autonomous region. Filed on July 22 by lawyer Naguib Sinarimbo, the bill will undergo thorough deliberation. It proposes cash grants of P500,000 to P1 million for officials who die, are incapacitated due to violence or accidents while on duty, or suffer from illness. Over 20 parliament members have pledged to collaborate on passing the bill, which mandates funding through the BARMM government and will be managed by Al-Amanah Islamic Bank and Pru Life UK. Distribution of farm inputs and training activities held in Sulu barangay. The Department of Agriculture (DA) in the Zamboanga Peninsula recently launched two significant farming infrastructure projects to support Isabeleño farmers: a Storage Facility for Organic Fertilizer in Barangay Baluno and a Vermicomposting Facility in Barangay Lumbang. The Storage Facility, valued at ₱2,488,362.38, was allocated to the Integrated Diversified City Agriculture and Fisheries Farm School, while the Vermicomposting Facility, costing ₱1,875,270.80, was awarded to Samahang Makakalikasan (SAMAKA). These facilities aim to promote organic farming by enabling farmers to produce their own fertilizers and compost, reducing reliance on chemical products. City officials, including Mayor Sitti Djalia A. Turabin-Hataman, expressed gratitude for the DA's support, emphasizing the importance of sustainable farming practices for economic growth. The projects are funded through the DA's Organic Agriculture Program and are expected to be completed by September 21.

Barangays in Nueva Ecija benefit from newly-paved roads within and between barangays. Six barangays in an agricultural town now benefit from nearly two kilometers of newly paved roads, completed by the DPWH’s Nueva Ecija 1st District Engineering Office. The 1.91-kilometer project aims to improve transportation for farmers and residents by enhancing connectivity and road safety. Funded with P24.3 million under the 2025 national budget, the construction was carried out through the DPWH’s BIP and SIPAG programs. Specific segments were built in Barangays Baloc, Burgos, Pulong Buli, Buasao, and between San Manuel and General Luna. The improved roads are expected to facilitate better access to markets, schools, and essential services.

MMDA promotes public health and environmental care programs in a Metro Manila barangay. The MMDA brought its “Bayanihan sa Barangay” program to Barangay Addition Hills, supported by local officials and residents. The initiative included clearing operations, market cleaning, pest control, lane marking, creek clean-up, and recyclable waste collection to enhance sanitation, mobility, and disaster readiness. Barangay Chairman Carlito Cernal also introduced “Palit Basura, Pagkain sa Masa!,” encouraging waste-for-food exchanges to promote environmental care and food security. A one-stop shop educated residents on waste management, health policies, and disaster preparedness. The event, praised by officials, underscored the importance of collaboration in creating cleaner, healthier, and more resilient communities..  

The Sandiganbayan clears former Manila barangay officials over graft case. The Sandiganbayan overturned a Manila court’s conviction of Barangay 598 officials Paulito Valencia Linis, Lutgarda Sandoval Bautista, and Benjamin Matias Chua, who were earlier found guilty of graft over the 2011 procurement of 120 sacks of rice worth P307,899 for Typhoon Pedring victims. The Manila court cited irregularities, such as lack of public bidding and delayed distribution. However, the Sandiganbayan ruled on July 18 that an emergency justified negotiated procurement and found no corrupt intent, noting proper canvassing was done and the supplier offered the lowest price. The officials were thus cleared of charges and their sentences nullified.

Law on the protection of women’s rights discussed in Albay barangay lecture. Sixty residents of Barangay Bitano attended a July 16 session on women’s rights, organized by the Philippine Information Agency, with Cristita Triunfante from the National Gender and Development Resource Program as speaker. She discussed Rule IV of the Magna Carta of Women IRR, which mandates the establishment of Violence Against Women (VAW) desks in all barangays, with trained, preferably female, officers. Residents expressed appreciation for learning about their rights and support services. Triunfante also stressed gender balance in local government leadership. Barangay officials and community members welcomed the initiative and committed to more proactive efforts in addressing gender-based violence. 

Flood control project seen to help reduce flooding in Mandaue City barangay. The flood control project in Barangay Banilad, Mandaue City, aimed at reducing flooding along A.S. Fortuna Street, is expected to be completed by year-end. Mayor Thadeo “Jonkie” Ouano inspected the ongoing Phase 2 in Sitio Orel, while Phase 1 in Rolling Hills is already finished. Both phases connect to Mahiga Creek. The city allocated ₱63.7 million for the project, which will improve drainage but not completely eliminate flooding. The initiative complements a ₱108-million DPWH drainage project facilitated by Congresswoman Emmarie Ouano-Dizon. Plans include installing a two-pump system to divert floodwaters and support for relocating affected families near Mahiga Creek. 

First-of-its-kind energy project launched in Lapu-lapu City barangay. A 30-megawatt Hybrid Battery Energy Storage System (BESS), the first in the Visayas, broke ground on July 17, 2025, at the Mactan Economic Zone in Barangay Ibo, Lapu-Lapu City. Developed by AboitizPower and East Asia Utilities Corporation, the facility will store electricity during off-peak hours and release it during peak demand to boost energy reliability. The project aims to support the region’s growing energy needs, especially from key sectors. Cebu Governor Pamela “Pam” Baricuatro praised the initiative, calling it a “bold and timely move” that promotes inclusive growth and sustainable development in Cebu and the wider Visayas region.

Barangay Legal Aid Desk proposed by first-term Cebu City councilor. Cebu City Councilor Mikel Rama has proposed an ordinance to establish a Legal Aid Office and Barangay Legal Aid Desks to provide free legal services to the urban poor and marginalized. Filed on July 15, 2025, the measure aims to ensure equal access to justice, especially for those unable to afford legal counsel. It aligns with Supreme Court mandates requiring lawyers to provide free legal aid and allows law students to assist under supervision. A Cebu City Legal Aid Coordinating Committee (CLACC) will oversee implementation. A one-year pilot in at least three barangays is planned, with future expansion citywide.

DILG Bacolod warns all 61 city barangays to comply with road clearing directives to avoid sanctions. The Department of the Interior and Local Government (DILG) has reminded all 61 barangays in Bacolod City to strictly follow road clearing directives or face possible administrative sanctions. DILG-Bacolod Director Christian Nagaynay warned that non-compliance could lead to complaints filed with the Sangguniang Panlungsod, the Ombudsman, or courts. City Ordinance No. 09-17-8140 and various DILG memoranda require regular clearing of illegal structures on public roads. Mayor Greg Gasataya also issued Executive Order No. 015, creating a task force to monitor and enforce compliance. Nagaynay stressed road clearing is essential for public safety and barangay development, not just a legal obligation.

Silay City barangay captain gets the ire of the mayor due to alleged “irregular” use of aircon in the barangay hall. Silay City Mayor Mark Golez denied punching Balaring village chief Remy Roldan, saying he hit a table in anger—not Roldan—during a confrontation on July 9, 2025. Roldan claimed Golez threatened to punch him twice and verbally attacked him. Golez admitted being upset over Roldan’s “irregular” use of an air-conditioning unit in the barangay hall, which lacked a Deed of Donation despite being used for three months. The city covers the barangay’s electric bill, prompting Golez to call the act improper. Tensions may be politically charged, as Roldan supported former mayor Jose Montelibano, whom Golez succeeded last year.

P1-million Sustainable Livelihood Project launched in Capiz barangay. On July 16, the provincial government launched a ₱1-million Sustainable Livelihood Project in Barangay Navitas, Panay town, to support local fishermen and their families. Led by Gov. Fredenil H. Castro under his 2023 Sustainable Livelihood Program, the project aims to reduce poverty and promote rural development. It benefits the Barangay Navitas Fisherfolk Association Inc. (BNFAI) through a fishing supply store and a new fishing boat to boost catch and income. Governor Castro pledged continued support if the project proves effective. Residents and officials praised the initiative as a major step toward economic resilience and sustainable community development.

DSWD gives cash and food for work support to Aetas in remote upland barangay in Pampanga. Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian has pledged to strengthen the agency’s agroforestry livelihood support to help indigenous Aetas in Barangay Nabuclod, Floridablanca.

During his visit to the remote upland village, Gatchalian affirmed DSWD’s commitment to empowering indigenous communities through sustainable farming and environmental programs.

DILG realigns performance evaluation guidelines of barangays. With the ongoing recalibration of the Seal of Good Local Governance (SGLG) program, the Department of the Interior and Local Government (DILG) announced that the Seal of Good Local Governance for Barangay (SGLGB) will also undergo reprogramming this year to ensure alignment with the newly-restructured performance framework for local governments.

In 2023, the Department launched the first nationwide implementation of the SGLGB, a performance-based assessment and incentive program designed to promote transparency, accountability, and excellence in barangay governance.

According to DILG, the 2025 SGLGB assessment is deferred to support the transition toward a unified, strategic, and outcome-based performance system that will cover both barangay and higher-level local government units (LGUs). Read More

Postponement of barangay elections possible. The postponement of the Barangay and Sangguniang Kabataan Elections (BSKE) remains a possibility even as the Commission on Elections (Comelec) goes full blast in its preparations.

Comelec Chairman George Erwin Garcia said on Thursday that Malacañang has sent a letter to the commission seeking its opinion on the proposed extension of the terms of office of barangay and youth officials.

Garcia said that the commission expressed support to whatever decision the Executive and Legislative departments will make, since they have the final say on matters related to politics and lawmaking. Read More

Farmers in Zambales barangay trained on the use of modernized harvester truck.  Zambales 1st District Rep. Jay Khonghun has welcomed the “meaningful” demonstration on how to use a modernized harvester truck donated to the farmers of Barangay Aningway Sacatihan, Subic.

The Philippine Center for Postharvest Development and Mechanization (Philmech) provided the machinery to Aningway Sacatihan Farmers Association through the congressman’s coordination with the Department of Agriculture (DA). Philmech is an agency under the DA.

Cebu City barangay inaugurates new command center. Aiming to adapt the advanced and digitalized enforcement of public safety, disaster and emergency response, and peace and order in the local community, a command center has been inaugurated in Barangay Calamba, Cebu City yesterday, July 10.

The launching of the new barangay facility was led by Calamba Barangay Captain Ester Concha, together with Cebu City Councilors Dave Tumulak, Francis Esparis, Jose Lorenzo Abellanosa, Harry Eran, and Michelle Abella, and some personnel from the City Disaster Risk Reduction and Management Office (CDRRMO) and Cebu City Police Station 6.

In an interview with The Freeman, Concha said that the barangay shifted to digital means because of the “trend,” highlighting that it offers convenience for the local authorities in monitoring public safety, responding to emergencies, and spreading announcements. Read More

Toledo City barangays introduce rice-for-trash program.  Two barangays in Toledo City, Cebu Province have introduced an innovative waste-to-resource exchange program that is helping reshape community waste management while addressing food insecurity among low-income households.

 Under the “Basura Mo, Bigas Ko” (Your Trash, My Rice) initiative, residents of Barangays Cabitoonan and Bato can exchange two kilograms of plastic waste for one kilogram of rice.

The program, which began in 2021, has since grown in participation and impact, turning waste reduction into a tangible community benefit. Read More.

All barangay chiefs in Iloilo City ordered to submit monthly inventory reports on buildings and construction in their barangays. To improve tax collection and streamline urban planning, Iloilo Mayor Raisa Treñas has ordered all barangay captains to submit a monthly inventory of all buildings and construction projects within their jurisdictions.

Through Executive Order No. 017, Series of 2025, Treñas directed barangay officials to coordinate with the City Assessor’s Office and the Office of the Building Official for the inventory to maintain an updated record of both private and government-owned structures.

The data will form part of a centralized database designed to enhance fiscal management and asset monitoring across the city. Read More.

Lupon Tagapamayapa members in Negros Occidental barangays trains on transformative mediation program. The Negros Occidental provincial government has expanded its transformative mediation training program to better equip members of the Lupon ng Tagapamayapa in resolving conflicts in the barangays.

From March to July this year, 187 Lupon members and barangay leaders from six local government units (LGUs) have been trained through the Provincial Planning and Development Office (PPDO) in cooperation with the province’s Liga ng mga Barangay.

Provincial Administrator Rayfrando Diaz II, in a statement on Tuesday, said the expanded program on transformative mediation training aims to strengthen local governance through the conduct of appropriate interventions designed to empower Lupon members and other barangay leaders. Read More

With or without barangay elections in December 2025, voter registration to proceed by August. The Commission on Elections (Comelec) has set the resumption of the nationwide voter registration next month for the conduct of the Barangay and Sangguniang Kabataan Elections (BSKE) later this year.

Comelec Chairperson George Garcia said the Commission’s seven-member panel has approved the holding of the 10-day voter registration activities from Aug. 1 to 10.

Barangay officials in Tabuk City attend tourism seminar. Barangay chairpersons, kagawads, and local workers from various barangays across Tabuk City recently convened for a one-day “Tourism Awareness and Capability Building Seminar for LGUs.” The initiative aimed to empower grassroots leaders with vital knowledge and tools to cultivate sustainable tourism development in their communities.

In her message, Tourism-Cordillera Administrative Region (CAR) Regional Director Jovy Ganongan championed the philosophy that “tourism is a quality of life.” She underscored the pivotal role of barangays, declaring them the “front man of tourism in the region.” Gamongan stressed the imperative for barangays to collaborate closely with the City Local Government Unit (CLGU) as part of a holistic approach to tourism. Barangay kagawad in hot water over ‘harassment’ of a barangay official. A CEBU court has indicted a barangay kagawad (village councilor) from Taguig City for acts of lasciviousness.

In a resolution promulgated May 27, 2025, the Cebu prosecutor’s office recommended the formal filing of Acts of Lasciviousness under Article 336 of the Revised Penal Code against Taguig Barangay Kagawad Apolonio Kibral Fulo Jr.

The charges stemmed from a complaint filed by a fellow barangay official following an official seminar for village officials in Cebu City in April 2024. Read More

Quezon barangay regains DSWD funding support.  Barangay Bamban in Gumaca, Quezon, has completed the upgrading of its Child Development Center (CDC), a crucial step towards regaining accreditation under the Department of Social Welfare and Development (DSWD) program support.

Joseph Arceo, Public Information Officer for DSWD 4-A (Calabarzon), bared Thursday that the project, funded under the Philippine Multisectoral Nutrition Project (PMNP) through the Kalahi-CIDSS program, was completed with a subproject cost of PHP450,630. The improvements include a safe kitchen, a handwashing facility, and concrete perimeter fencing to ensure the safety and hygiene of the children.

Arceo said the upgrades address long-standing concerns from parents and meet the facility standards set by the DSWD for re-accreditation. The center was previously flagged for non-compliance with infrastructure requirements. Read More

Names of barangays in Palawan changed by the PSA. The Philippine Statistics Authority (PSA) has announced corrections to the official names of two barangays in Puerto Princesa City and Araceli town in its Philippine Standard Geographic Code (PSGC) master list for the second quarter of 2025.

In Puerto Princesa City, “Barangay ng mga Mangingisda” has been corrected to Barangay Mangingisda. The PSA cited City Ordinance No. 1209 dated June 15, 2023, and Ordinance No. 67-89 dated July 7, 1989 as the legal basis.

In Araceli, Palawan, “Santo Niño” was corrected to Barangay Sto. Niño. This change was based on a certification signed by the municipal mayor on March 10, 2025. Read More

SK Federation building in Bacolod reclaimed by city hall. After several years of being occupied by unauthorized individuals, the city government here has officially regained possession of the Sangguniang Kabataan (SK) Federation building in Barangay 16, following a clearing operation conducted on July 8.

This came after City Legal Officer Atty. Karol Joseph Chiu issued a notice to vacate on July 2, ordering all illegal occupants within and around the SK building to voluntarily leave and remove their belongings within five days upon receipt of the notice.

On July 8, the City Enforcement Team from the City Legal Office (CLO), led by Executive Assistant Levy Pangue, proceeded with the demolition and clearing operation, successfully removing unauthorized structures and reclaiming the government-owned property. Read More

To address persistent gaps in functional literacy across the province, the Schools Division of Iloilo is rolling out a grassroots-driven education initiative that enlists entire barangays to help residents – young and old – become fully literate and numerate.

Dubbed “Kasimaryo Ko, Tudlo-an Ko” (My Neighbor, I Will Mentor), the program is a community-powered movement aimed at equipping out-of-school youth and adults aged 19 to 65 with the skills to read, comprehend, and function effectively in daily life.

“The project was conceptualized based on the urgency of the need because it’s the talk of the town, including the vision of President Ferdinand R. P80 million multi-purpose and evacuation facility rises in Iloilo City barangay.  A new state-of-the-art people’s center was inaugurated Tuesday, July 8, in Barangay San Isidro, Jaro District, as a vital disaster resilience and emergency response hub for the community.

The three-story San Isidro Multipurpose and Evacuation Center was built through the efforts of Iloilo City Lone District Rep. Julienne “Jam-Jam” Baronda, with PHP80 million in funding from the General Appropriations Act.
